NOTICE IS HEREBY GIVEN that sealed bids will be received by the Borough of Highland Park, County of Middlesex, State of New Jersey, at Borough Hall, Borough Clerk's Office, 221 South 5th Avenue, Highland Park, NJ 08904 on Wednesday, July 15, 2026 at 11:00 a.m. prevailing time at which time and place bids will be opened and read in public for:
South Third Avenue Water Main Replacement & Sewer Main Cleaning & Lining Project
Specifications and Bid Documents for the proposed work are available for inspection in the Borough Clerk's Office at Borough Hall, 221 South Fifth Street, Highland Park, NJ during regular business hours (Mon., Wed., Thurs 8:00 AM - 4:00 PM, Tues. 8:00 AM to 6 PM and Friday 8:00 AM – 1:00 PM) and may be obtained at the Borough Clerk’s office upon payment of $50.00 per set. Bids must be submitted on the form(s) provided, completed in accordance with the specifications contained therein, and enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside. Bidders must submit the original, one (1) print copy, and one (1) digital copy on a thumb drive.
Sealed bids must be submitted to the Borough Clerk in person, by messenger or by mail prior to date and time of the bid opening named above. The Borough assumes no responsibility for the loss or non-delivery of any bid sent prior to the bid opening.
All bids must be accompanied by a bid security in the form of a certified check, cashier's check or bid bond from a surety company authorized to do business in the State of New Jersey and acceptable to the Borough of Highland Park for not less than ten percent (10%) of the amount of the bid, but not to exceed $20,000.00, made payable to the Borough of Highland Park. A surety statement must also accompany the bid.
The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the laws of 1963, effective January 1, 1964. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety.
As more fully explained in the bidding documents, the Borough reserves the right to award one contract to one bidder for both services, or two separate contracts to two bidders for the respective services.
The Borough reserves the right to abandon and cancel this proposed project prior to the opening of bids. The Borough also reserves the right to reject bids in a manner consistent with New Jersey law; and to waive immaterial defects or informalities in any bid, where it is deemed to be in the interest of the Borough to do so. The Borough further reserves the right to increase or decrease quantities specified in the manner designated in the Contract Documents. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening of bids.
The Borough reserves the right to award this contract based on funds available.
Bidders shall comply with the requirements of N.J.S.A. 40A:11-2.1 and N.J.S.A. 52:32-55 et seq. (P.L. 2012, Chap. 25) respecting the disclosure of investment activities in Iran.
Bidders are required to comply with the requirements of Public Law 1975, c. 127 which pertains to "Non- Discrimination" and "Affirmative Actions", and Public Law 1977, c. 33, which requires a Statement of Corporate Ownership.
