Title: Swift 5 Building Head Start Expansion

The Capitol Region Education Council (“CREC”) is soliciting sealed bids from qualified contractors for the Swift Building 5 Head Start Build-Out Project, located at 10 Love Lane, Hartford, CT 06112.
This project is funded in whole with Federal Head Start grant funds and is subject to all applicable federal requirements and provisions identified in this Invitation to Bid (ITB).
The scope of work consists of the interior fit-out of recently renovated space within the Swift Factory campus to support CREC’s Head Start program expansion. Work includes construction of classrooms, program spaces, offices, support areas, and associated building systems, as well as all related site work, inspections, coordination of trades, schedule adherence, and closeout documentation, as more fully described in the Contract Documents attached to this ITB.
Bids must be submitted electronically through CREC’s e-Procurement Portal (OpenGov) and accompanied by an original Bid Bond equal to five percent (5%) of the total bid, delivered to CREC at 147 Charter Oak Avenue, Hartford, CT 06106, no later than the bid submission deadline stated in the Schedule.
All bids will be publicly opened at the time and place indicated in the Schedule.
In accordance with 2 CFR 200.320(c), award will be made to the lowest responsive and responsible bidder whose bid conforms to the requirements of this ITB and is determined to be in the best interest of CREC.
CREC reserves the right to reject any or all bids, in whole or in part, and to waive informalities when such action is in the best interest of CREC and consistent with federal procurement standards.
The Capitol Region Education Council (CREC) is the first and largest of Connecticut's six Regional Educational Service Centers (RESCs). It serves thirty five member public school districts of north central Connecticut. CREC was established in 1966 as a grassroots effort of local school districts under the provisions of the Connecticut General Statute (C.G.S.), Section 10-66 a.-n. The Connecticut State Department of Education is CREC’s regulatory State agency.
Publicly elected board of education members appointed by each member school district served by CREC as CREC Council directors govern CREC. The office term of such appointed Council directors cannot exceed four years. The Council appoints an executive director to serve as the executive agent of CREC. Pursuant to C.G.S. 10-66c, CREC, as a regional educational service center, is a body corporate and politic and, as such, is a public educational authority acting on behalf of the State of Connecticut. The Internal Revenue Service has determined CREC to be an organization described in Section 170 (c) (1) of the Code. CREC's mission is to improve the quality of public education through cooperative programs.
