I. Purpose
The County of Rockbridge, Virginia (the “County”), is requesting electronic sealed bids from
qualified firms for the delivery of specified fuels to the locations listed in section III. below and
on the Bid Form (Appendix A).
II. Background
County of Rockbridge is located in the Shenandoah Valley on the western edge of the
Commonwealth of Virginia. As of the 2024 census, the population is 22,368. The County’s Fleet
Services Department oversees approximately 60 vehicles for the County and the Sheriff’s Office.
In addition, several government-related organizations are serviced by the County’s Fleet Services
Department. The Rockbridge County Public Schools (“RCPS” or “School Division”) serves
approximately 2,500 students in kindergarten through 12th grade. The RCPS Transportation
Division currently manages ~70 school buses (~50 active & ~20 back-ups) and over 30 vehicles
(cars, trucks, vans, & utility maintenance).
III. Scope of Service
County of Rockbridge is requesting delivery services of specified fuels to various locations within
the County. The transportation of the specified fuels will be delivered on an agreed upon
schedule or as-needed basis to ensure that County Departments and the School Division can
meet mission requirements during fiscal year 2027 (July 1, 2026, to June 30, 2027). Each agency
is County-government related and qualifies for tax exemption, as applicable.

Specifications:

IV. Bid Submission Instructions
1. All electronic bid submissions with the required documents must be submitted through the
Commonwealth of Virginia’s online e-procurement system, eVA, no later than Tuesday, May 12,
2026, by 2:00 PM.
2. Bidders are solely responsible for reviewing, complying, and returning a complete bid. Failure
to submit any of the required information will result in the bid being marked non-responsive.
Changes in the IFB forms or formats are prohibited except where clearly instructed and
permitted.
3. Without exception, bids submitted outside of the eVA system, such as via email, mail, fax or
hand delivery WILL NOT be accepted.
4. Prior to the due date, Bidder should check the status of the solicitation on eVA at
www.eva.virginia.gov by clicking on Business Opportunities and then click on Virginia Business
Opportunities (VBO) for any updates, changes, amendments, cancellation, etc.

If a Bidder needs assistance submitting an electronic response, the Bidder must contact

5. All Bidders are required to submit bids on the Bid Form. Bidders are not required to submit
bids on all five bid categories. The Bidder certifies by signing the Bid Form that the Bidder has at
least five (5) consecutive years of experience in providing requested services of the delivery of
fuel to either federal, state or local government bodies.
6. All Bidders must complete the SCC (State Corporation Commission) form (Appendix B).
7. Ownership of all data, material, and documentation, originated and prepared for County of
Rockbridge pursuant to this IFB shall belong exclusively to the County and be subject to public
inspection in accordance with the Virginia Freedom of Information Act. Trade secrets or
proprietary information submitted by the Bidder are not required to be subject to public
disclosure under the Virginia Freedom of Information Act. However, to prevent disclosure, the
Bidder must invoke the protections of Section 2.2-4342(F) of the Code of Virginia, in writing,
either before or at the time the data or other materials are submitted. The written request must
specifically identify the data or other materials to be protected and state the reasons why
protection is necessary. The proprietary or trade secret material submitted must be identified by
some distinct method such as highlighting or underlining, and must indicate only the specific
words, figures, or paragraphs that constitute trade secret or proprietary information. The
classification of an entire bid document, line-item prices, and/or total bid prices as proprietary
or trade secrets is not acceptable.
8. To ensure the same-day basis for the bid prices, bids must be as of the close of business on
Friday, May 8, 2025. The total price per gallon of product must include a rate sheet price (i.e.,
OPIS report; the County has no specification for the type of OPIS report to use) plus
transportation cost and profit margin. Vendor must provide a copy of the rate sheet used as the
basis for their bid. Bidders must use lowest cost provided to Bidder shown on Bid Form.
