Description
THIS IS A SOURCES SOUGHT NOTICE: For market research purposes only. This is not a Request for Proposal (RFP) or a solicitation for a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any information submitted, nor will it reimburse any administrative or preparation costs incurred by respondents. All costs associated with responding to this Sources Sought will be solely at the responding party's expense. Not responding to this notice does not preclude participation in any future RFP, if issued.

Department of Energy / National Nuclear Security Administration (NNSA) Defense Nuclear Nonproliferation (DNN) and Nevada Field Office (NFO) Project Title: Technical Research, Engineering, and Development Services (TREDS) III.

Background & Objective
The National Nuclear Security Administration (NNSA) Nevada Field Office (NFO) and the Office of Defense Nuclear Nonproliferation (DNN) are seeking capability statements from qualified and capable sources to provide technical research, engineering, development, and operational support under the TREDS III program.
The scope of this requirement covers technical domains in environment, safety, and health; national security; and environmental restoration and waste management. Work will be executed at the Nevada National Security Site (NNSS), the Nevada Test and Training Range (NTTR), including the Tonopah Test Range (TTR), and at over 24 community environmental monitoring locations throughout Nevada, Utah, and California.
The anticipated contract structure will have a performance period of up to 10 years, commencing from the date of contract award. This includes a 2-year base period and 4 subsequent 2-year option periods.
High-Level Requirements (HLRs)
Interested parties must demonstrate capabilities in the following core technical and administrative areas:
•HLR 1: Security, FOCI, and Clearance Compliance: The ability to maintain a Department of Energy (DOE) Facility Clearance, comply with Foreign Ownership, Control, or Influence (FOCI) requirements, and provide personnel with active DOE "Q" clearances (or equivalent Top Secret clearance eligible for immediate reciprocity) prior to award.
•HLR 2: Multi-State Field Operations: Logistical, equipment, and mobile staffing capability to support on-site scientific field operations, instrument maintenance, and environmental sampling across multiple states (NV, UT, CA).
•HLR 3: Hydrologic Modeling and Regulatory Closure Support: Experience conducting groundwater, vadose zone, and surface water hydrological evaluations, including modeling and forecasting of radionuclide contaminant transport rates to support Federal Facility Agreement and Consent Order (FFACO) milestones.
•HLR 4: Community Environmental Monitoring & Public Outreach: Capability to manage the Community Environmental Monitoring Program (CEMP) network, establish radiological sampling standards, and communicate environmental risk data transparently to the public.
•HLR 5: Cultural Resources and Government-to-Government Consultations: Experience providing cultural resource services, archaeological reconnaissance, artifact curation, and facilitating formal government-to-government interactions with Native American tribes, State Historic Preservation Offices (SHPO), and federal advisory councils.
•HLR 6: Defense Nuclear Nonproliferation (DNN) Diagnostic Support: Systems engineering and diagnostic support to deploy, calibrate, and collect data from specialized physical diagnostics (e.g., seismic, radio frequency, or airborne radionuclide/chemical particulate detectors) in coordination with NNSA Management and Operating (M&O) contractors and DOE National Laboratories.
Instructions for Submission:
Interested organizations that believe they possess the capabilities to perform this requirement are invited to submit a Capability Statement. The submission must be limited to a maximum of 10 pages (excluding the cover sheet) and must include the following information:

Section A: Business Profile
Company Name, Address, and Website.
Unique Entity ID (UEI) and CAGE Code.
Point of Contact (Name, Title, Phone, and Email).
Business Size and socioeconomic status under NAICS 541715 (e.g., Small Business, 8(a), SDVOSB, WOSB, HUBZone, Large Business).
State your firm’s current Facility Clearance level and FOCI status.

Section B: Capability Matrix
For each of the six High-Level Requirements (HLRs) outlined in Section 4, respondents must provide a direct "YES" or "NO" to indicate technical capability. For every "YES" response, provide a brief narrative (limited to 1 to 2 paragraphs per requirement) describing how your firm has successfully executed these requirements on previous programs.

Section C: Past Performance
Provide up to 3 examples of past performance on active or completed contracts within the last 5 years that are similar in size, scope, and complexity to the TREDS III requirement. Include:
Contract Number and Contracting Agency/Client.
Total Contract Value (represented in USD, e.g., $10,000,000).
Brief Description of the relative scientific, research, or engineering work performed.
