Emergency Shelter Operations

Provide emergency shelter operations for households experiencing homelessness. Funded programs to include the operation of emergency shelter (including shelter diversion activities) for shelter guests.

DCDHS is seeking proposals from qualified shelter operators to provide safe, low-barrier, and client-centered emergency shelter for individuals and families experiencing homelessness. Selected operators will be responsible for delivering trauma-informed, equitable, and housing-focused shelter services that promote stability and support rapid exits to permanent housing.

Operators will be expected to ensure operations 365 days, coordinate with supportive service providers, and maintain compliance with all safety, accessibility, and programmatic standards. Priority will be given to applicants with experience serving diverse and high-need populations, strong performance outcomes, and a demonstrated commitment to housing-first principles.

This RFP aims to identify capable partners to deliver high-quality emergency shelter aligned with local homeless response system goals.
