1 INTRODUCTION
1.1 Purpose
The City of Raleigh (COR) is solicitating proposals from one or more firm(s) with
which to contract for the following services:
This Request for Proposals (RFP) process is intended to identify multiple vendors
to contract with for brush cutting and mowing of vegetation, with options to perform
tree trimming, cutting, and removal with the City of Raleigh Public Utilities
Department (PU).
The RFP is intended to solicit proposals for their inclusion on a pre-approved list of
vendors that, once under contract, will be able to respond to various project scopes
of work. The services incorporate elements of one or more of the project
categories listed below, which include a variety of urban forestry practices such as
mowing, mulching and grinding services with optional tree pruning, tree removal,
and arborist services. Services will be scheduled through PU staff who will identify
specific projects, develop a detailed scope of work for each project, and select the
preapproved vendor(s) for the projects most suited to the skills, experience,
capabilities, and/or expertise of the vendor(s). As specific projects are developed
by PU, vendors may be asked to provide quotes based on project specifics and
labor/equipment needs.
Project Categories may require specific licenses and/or certifications as specified
by Federal, State, and Local regulations – successful vendors will be expected to
provide proof that they possess the necessary licenses and/or certifications
required to perform the services outlined under the respective Project
Category/Categories.
Successful vendors are not required to offer services that satisfy the requirements
of every Project Category and can submit proposals for the specific project
category or categories that are best suited to their organization. Awarded
Contractor shall provide services, as set forth in this RFP and more particularly
described in this Section 4.
The City reserves the right to enter into one or more contracts with firms based on
price and/or availability of services with minimum delay. No representation or
guarantee is made regarding the quantity of work to be awarded under any as-
needed service contract.
A detailed scope of services is provided in Section 4 of this document.

the North Carolina electronic Vendor Portal (eVP) at https://evp.nc.gov/.

1.2 Background
City of Raleigh is dedicated to providing the best wastewater service to its Wake
County citizens while protecting the environment and maintaining public health. In
order for a home or business to have access to water/sewer services, the sanitary
sewer connection must be connected from the home or business property to the
sanitary sewer and/or water easement. Contracted Services, under this Scope of
Service, may take place on public and private property.
The sanitary sewer system is comprised of approximately 2,765 miles of sanitary
sewer mains 1,074 miles of which are located within dedicated easements and
76,815 manholes which convey 57 million gallons of wastewater to 3 different
wastewater treatment plants. One of ten working Divisions within the Public Utilities
Department, The Sewer Maintenance Division is responsible for providing
maintenance and repair services to the City’s Sanitary Sewer Collections System.
This system serves over 600,000 customers with 208,000 customer accounts, both
commercial and residential, residing in the following jurisdictions: Wake Forest,
Rolesville, Knightdale, Wendell, Zebulon, Garner and Raleigh. The Division is
meticulously administered under the guidelines of an ISO based management
system (14001-2015) with emphasis in the prevention of pollution, the protection of
the environment and continual improvement of our operations. In addition, the City
of Raleigh has approximately 305 miles of water mains located within dedicated
easements.
1.3 Request for Proposal (RFP) Timeline
Provided below is a list of the anticipated schedule of events related to this
solicitation. The City of Raleigh reserves the right to modify and/or adjust the
following schedule to meet the needs of the service. All times shown are Eastern

1.4 Pre-Proposal Conference
If the City of Raleigh elects to conduct a Pre-Proposal Conference or Site Visit,
attendance by prospective proposers is strongly encouraged but is not mandatory.
Prospective Proposers are encouraged to submit written questions in advance.
Date, time, and location of pre-proposal conference is shown above in the RFP
Timeline (Section 1.3).
1.5 Proposal Questions
Requests for clarification and questions to this RFP must be received by the City
not later than the date shown above in the RFP Timeline (Section 1.3) for the
submittal of written inquires. The firm’s failure to request clarification and submit
questions by the date in the RFP Timeline above shall be considered to constitute
the firm’s acceptance of all City’s terms and conditions and requirements. The City
shall issue addenda reflecting questions and answers to this RFP, if any, and shall
be posted to North Carolina electronic Vendor Portal (eVP). No information,
instruction or advice provided orally or informally by any City personnel, whether
made in response to a question or otherwise in connection with this RFP, shall be
considered authoritative or binding. Proposers can only rely on written material
contained in an Addendum to this RFP.
It is important that all Proposers submitting to this RFP periodically check eVP
for any Addenda. It is the Proposers responsibility to ensure that all addenda
have been reviewed and, if required signed and returned.
