Scope of Services
This Specification establishes the minimum requirements for this solicitation, listed and described in the body of these specifications, to be used as noted, by The School Board of Osceola County, FL.
The intent of this bid is to secure firm fixed pricing for the lighting system performance and design standards for the Baseball and Softball Fields at Harmony High School, using an LED Lighting source. The contractor shall supply lighting equipment to meet or exceed the standards set forth in these specifications.
A. Field to be lit:
1. Softball– 200’
2. Baseball – 315’/350’/315’
B. The primary goals of this sports lighting project are:
1. Guaranteed Light Levels for each field. Light levels are guaranteed to not drop below specified target values for a period of 10 years.
2. Environmental Light Control: It is the primary goal of Osceola County School District to reduce spill light to adjoining properties as well as reduce glare to the players, spectators and neighbors. The LED design should incorporate glare control. The LED design should provide equal to or better glare control than what is currently installed.
3. The preferred lighting system shall be energy-efficient and cost effective to operate. Fixture Types to be comparable to Mucso’s TLC-LED-1500, TLC-LED-1200, TLC-LED-550, TLC-LED-900 or equivalent.
4. Contractor shall be responsible for securing necessary permits.
2.01 LIGHTING PERFORMANCE
A. Venues to be lit to an average target illumination level and uniformity as specified in the chart below. Lighting calculations shall be developed, and field measurements taken on the grid spacing with the minimum number of grid points specified below. Appropriate light loss factors shall be applied and submitted for the basis of design. Average illumination level shall be measured in accordance with the IESNA LM-5-04 (IESNA Guide for Photometric Measurements of Area and Sports Lighting Installations). Illumination levels shall not drop below desired target values in accordance to IES RP-6-15, Page 2, Maintained Average Illuminance and shall be guaranteed for the full warranty period.

Baseball All Poles 6 70’ 2.02 ENVIRONMENTAL LIGHT CONTROL
A. All luminaires shall utilize spill light and glare control devices including, but not limited to, internal shields, louvers and external shields.
B. The desire of The Osceola School District is to reduce spill and glare to the community and the players. The criteria below must be submitted with your bid for the design engineer to make that determination
C. The first page of a photometric report for all luminaire types proposed showing horizontal and vertical axial candle power shall be provided to demonstrate the capability of achieving the specified performance. Reports shall be certified by a qualified independent testing laboratory with a minimum of five years` experience or by a manufacturer’s laboratory with a current accreditation under the National Voluntary Laboratory Accreditation Program for Energy Efficient Lighting Products. A summary of the horizontal and vertical aiming angles for each luminaire shall be included with the photometric report.
D. In accordance with IES RP 6-20, manufacturers must submit candela glare readings at 150’ from the fields edges in all directions.
E. The Fixtures proposed shall be the same or better at controlling glare to the community. Therefore, the candela shall not exceed the candlepower at the specified degrees above the center of the beam in the vertical plane as specified in the following table. Information must be verified by the photometric report required. NEMA Classification of

4 10,348 19.5 degrees 2.03 LIGHTING FOR AERIAL SPORTS
A. For fixtures that provide less than 10,000 candelas above 22 degrees vertical, the owner requires luminaires mounted approximately 15’ above grade to provide targeted light above the playing field. These fixtures will not emit direct light less than 10° above the horizon, and no more than 10% of the total (directly) applied lumens as modeled may be in this area.
2.04 REMOVAL OF EXISTING FIXTURES
A. Disconnect and remove existing light fixtures from the baseball field poles.
B. Disconnect and remove existing light fixtures from the softball field poles.
C. Properly dispose of removed fixtures in accordance with local regulations. 2.05 INSTALLATION OF NEW LED FIXTURES
A. Install new Musco model TLC-BT-575 LED drivers or equal at the lower portion of each pole in the existing box for ease of access and maintenance.
B. All wiring shall be enclosed within the cross-arms, pole, or electrical components enclosure. No external wiring or SO Cords are allowed
C. Replacing the existing crossarms with Galvanized steel tubular cross-arm assembly. Angle Iron crossarms are not allowed
D. Contractors will remote all drivers and supporting electrical equipment in aluminum enclosures mounted approximately 10 feet above grade. The enclosures shall be touch-safe and include drivers and fusing with indicator lights on fuses to notify when a fuse is to be replaced for each luminaire. Disconnect per circuit for each pole structure will be located in the enclosure. Integral driver fixtures will not be accepted. Active cooling technologies will not be considered. E. Contractors shall provide surge protection at the pole equal to or greater than 40kA for each line to ground (Common Mode) as recommended by IEEE C62.41.2_2002. F. Wire harnesses from the top of the pole to the remote driver are required, complete with an abrasion protection sleeve, strain relief and plug-in connections for fast, trouble-free installation. G. All luminaires, visors, and cross-arm assemblies shall withstand 150 mph winds and maintain luminaire aiming alignment. H. Contractor shall verify the grounding of each pole. Ohm reading must be taken, and reading must be below published standards.
I. All system components shall be UL listed for the appropriate application.
J. Ensure grounding components meet minimum standards required by NEC and NFPA780.
K. New lightning down conductor(aluminum) and 5/8” copper ground rod on poles 75’ or less use 1/0 AWG, poles.
L. Ensure all components are bonded to both equipment and lightning grounds. No upward sweeps allowed for lightning down conductor or bonding jumper(s). M. Test ground resistance with 3-point megger and confirm 25 ohms or less for each pole. Install additional ground rods or create grounding grid until resistance of 25 ohms or less is achieved.
N. Lights shall be turned on/off primarily by the use of contactors.
O. System shall provide for instant on/off of luminaires. 2.06 FIELD QUALITY CONTROL
A. Field Light Level Accountability
1. Light levels are guaranteed not to fall below the target maintained light levels for the entire warranty period of 10 Years.
2. The contractor/manufacturer will be held responsible for any and all changes needed to bring these fields back to compliance for light levels and uniformities. Contractor/Manufacturer will be held responsible for any damage to the fields during these repairs.
2.07 WARRANTY AND GUARANTEE FOR PRODUCT
A. 10-Year Warranty: Each manufacturer shall supply a signed warranty covering the entire system for 10 years from the date of Installation. Warranty shall guarantee specified light levels. Warranty does not cover weather conditions, events such as lightning or hail damage, improper installation, vandalism or abuse, unauthorized repairs or alterations, or products made by other manufacturers.
2.08 RESPONDENT’S QUALIFICATIONS
A. Certified Electrical Contractor’s License for Electrical Work, issued by the State of Florida Construction Industry Licensing Board according to Florida State Statutes, Chapter 489.
2.09 RESPONDENTS REQUIREMENTS
A. The Contractor shall furnish all labor, tools, equipment, transportation, utilities and materials to provide a total turnkey project at Harmony High School as required by the School Board’s Project Manager. B. The Contractor shall supervise and direct the Work, using the Contractor’s best skill and attention. The Contractor shall be solely responsible for all means, methods, techniques, sequences and procedures for coordinating all portions of the Work as a result of this ITB.
