The City of Norfolk Department of Public Works (DPW) is seeking proposals from qualified suppliers to provide Project Management and other non-professional construction related services on an as-required basis. The City intends to enter into an annual, renewable agreement with a firm selected to provide these services. The contract is primarily intended to provide, when needed, project management support or leadership for the City’s Capital Improvement Program (CIP), although it may extend to projects managed by other departments or emanating from other funding sources or programs.
The DPW manages a wide variety of CIP projects (examples of which can be viewed at https://www.norfolk.gov/191/Major-Improvement-Projects ), including vertical construction and building renovations; mechanical and building systems upgrades; structural and waterfront projects including construction or rehabilitation of bridges (vehicular and pedestrian), parking garages, bulkheads, piers and waterfront structures, beach nourishment, and dredging; improvements to roadway, storm drainage, and other right of way infrastructure; public park improvements; and other municipal project types. A staff of engineering and architectural project managers in DPW as well as other City departments oversee these projects and the work of consulting A/E firms and contractors, providing management and review of: design consultants and deliverables, procurement, construction, commissioning and FF&E, coordination with other City departments, citizen groups, design review and permitting agencies, and project stakeholders.
The DPW uses design-bid-build, design-build, construction management at risk (CMAR), and indefinite quantity methods of project delivery. It maintains an array of both general, annual renewable and project-specific professional services contracts to provide design services, construction administration, and when needed, project management support for CIP projects. Depending on project demands and workload capacity of City staff, DPW and other departments may need contracted project management services to either augment City staff functions or to provide full leadership for delivery of a selected project. This contract is intended to provide project management and other non-professional construction related services independent from other professional design consultants or construction management consultants.
