This USDA-Animal and Plant Health Inspection Service solicitation is for the construction of an addition to a 3,200-sf warehouse at the Forest Pest Management Lab on Joint Base Cape Cod, Buzzard’s Bay, MA.
The lab has a pre-manufactured metal building (maintenance building) used to store equipment and supplies. Design services were recently completed by Johnson-McAdams Firm to construct a 1,600-sf addition to the warehouse. This addition will be used to store supplies such as oils, gasoline, antifreeze, and other hazardous materials associated with light maintenance of equipment and vehicles.
The NAICS code for this project is 236220—Commercial and Institutional Building Construction, with a small business size standard of $45 million. The estimated magnitude of the project is between $500,000 and $1,000,000. The project is set aside for small business concerns only.
It is the responsibility of interested parties to monitor this site for amendments, if any. Questions concerning this synopsis should be directed to Jim Roloff, contracting officer, at james.g.roloff@usda.gov.

RFI: In reviewing the 12/10/24 GEO TECH report, please confirm that the recommendations to export offsite all excavated material for new foundations and to provide imported structural fill at the new foundations is required. Response: Yes, confirmed. Most of the material buried in the ground where the bore holes were drilled is extremely unstable due to on going decomposition. Removal of the excavated compostable material is required due to its instability and its ongoing break down. When Geo Tech filled in the bore holes, the holes they sampled, they sunk within a day or two, almost a foot on each hole. Structural fill will resolve the decomposition issues and make the new foundation stable. Without this we will certainly see sink holes at the site.
