The Department of Municipal Services & Operations has provided an annual funding allocation to rehabilitate, enhance or replace existing stormwater systems. Department staff evaluate stormwater systems based on modeled asset performance and inspection of asset conditions. Existing stormwater system segments are also monitored during rain events to note actual performance. Projects may utilize this contract at the discretion of the City based on future analysis and available funding. Each project will be unique and may require only a portion of the tasks or additional tasks. Engineering Services in this request include but are not limited to:
Several stormwater projects have been identified in the City's 5 year CIP, the projects identified and funded change each year with the CIP update and are frequently funded by stormwater fees and bonded debt. Other smller projects may be issued to on call services involving reviewing stormwater plans, permit review, application for permits for city projects, engineering survey, design, property aquisition/easement instruments, bidding for construction serices, and/or administrating construction project management services An outstanding response should demonstrate an understanding of requirements set forth in the City development code, floodplain administration code, health and sanitation code, utilities code, the City Engineering Design Criteria and Stormwater Management Criteria, stormwater fees and program application. In addition to City Stormwater Management Criteria working knowledge of Kansas City chapter APWA 5600 specifications and Mid-America Regional Council (Regional) Stormwater Best Management Practices, including Kansas City Green Stormwater Infrastructure standards and specifications, an outstanding response might inlcude demostration of familiarity with proposed Regional standards and criteria. The city has also been engaged in a stormwater master planning initiative involving extensive stormwater system inventory, inspection, and analysis using PCSWMM to develop Hydraulic Models, an outstanding response should demonstrate capability with SWMM/PCSWMM modeling for urban stormwater systems. An outstanding response would also highlight experience using Enterprise Permitting and Licensing or Capital Project Management Systems software used by the city, including Tyler Technologies Enterprise Permitting and Licensing software and Trimble Unity Construct (formerly e-Builder) software.
