NOTICE INVITING BIDS

for

GENERATOR AND AUTOMATIC TRANSFER SWITCH

TESTING & INSPECTION SERVICES 2026-2029

NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests sealed bids for the testing and inspection services for the City of Tracy owned and operated generators and automatic transfer switches (ATS), and will receive sealed bids in the office of

UP TO 1:00 P.M., JANUARY 15, 2026

Bids will be publicly opened immediately thereafter in the main conference room.

  1. The services to be performed by the successful Bidder are fully described in this Notice Inviting Bids (NIB). Additional copies of the NIB are available from the city website: RFP Notices | City of Tracy, CA . The scope of work includes the annual inspection and testing of nineteen (19) generators and their associated Automatic Transfer Switches (ATS). Specifically, the contractor shall perform a two-hour load test on each generator and conduct a comprehensive inspection and functional testing of each associated ATS in accordance with applicable codes and standards.

  2. Any changes to the NIB will be posted on the City’s website in the form of addendum. Bidders shall periodically check City’s website at RFP Notices | City of Tracy, CA for any addenda issued for this request and acknowledge the inclusion in bid documents.

  3. Bids shall be clearly marked as follows: “SEALED BID PROPOSAL FOR THE GENERATOR AND AUTOMATIC TRANSFER SWITCH TESTING AND INSPECTION SERVICES 2026-2029 - DO NOT OPEN WITH REGULAR MAIL.”

  4. The work contemplated by this NIB is a public work subject to prevailing wages under California Labor Code Section 1770 et. seq. The successful Contractor(s) will be required to pay not less than the prevailing rate of per diem wages as determined by the California Department of Industrial Relations in effect on the date the work is performed.

  5. All Bidders must provide a bid security in the amount of ten percent (10%) of the bid price.

  6. All responsive bid packages shall be reviewed and evaluated by the CITY to determine which Bidder best meets the CITY’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate bids are set forth in the Instructions to Bidders.

The CITY reserves the right to award the bid to a Bidder other than the lowest Bidder if it is deemed to be in the best interest of the CITY. The CITY also reserves the right to reduce the scope of work at any time and to reject any and all bids or waive any irregularities in any bid process.
