This is a special notice prepared in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 5.1 "Presolicitation."
U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with Jacobs Engineering Group Inc. The statutory authority for this non-competitive acquisition is 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1) as implemented by RFO FAR 6.103-1 and DFARS 206.103-170, Only one responsible source and no other services will satisfy agency requirements.
Contractor shall provide BCOES Plans and Specifications (P&S) – Follow on Review, Bidder Inquiries (BI) and Engineering During Construction (EDC) services in support of the solicitation and construction phases for the Bonneville BN1 Old NL Bridge replacement project for USACE. Jacobs Engineering Group Inc., as Designer of Record for the project solicitation-ready Plans and Specifications package, is the only known source having the proprietary knowledge and information required to perform these services.
A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541330, Engineering Services. The size standard is $25.5M for the NAICS code defined by the U.S. Small Business Administration.
THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement to the Contracting Officer/Specialist before the notice end date. If no affirmative written responses are received by 2:00 PM Pacific Time on 18 March 2026, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
