The Town of Christiansburg, Virginia invites qualified firms to provide proposals for the

hauling and application of biosolids generated by the Town’s Wastewater Treatment Facility to the disposal and/or application sites.  The Contractor also will maintain records and generate the required reports as well as comply with ordinances, laws and regulations of Federal, Local (the Town and Montgomery County, VA) and State agencies.

The purpose of this solicitation is to establish a contract or contracts for cost effective and environmentally sound hauling and beneficial use and/or disposal of Class B anaerobically digested biosolids for the Town’s Wastewater Treatment Facility.

All Proposals shall be submitted to the Town’s Procurement Officer by 3:00 PM EST on Tuesday, January 13, 2026.

SECTION I INSTRUCTIONS TO OFFERORS
A. The Town of Christiansburg (Town) is soliciting sealed proposals for the goods and/or services
specified herein and in accordance with all sections of this Request for Proposal (RFP).
B. All Proposals shall be submitted to the Town’s Procurement Officer by 3:00 PM EST on Tuesday,
January 13, 2026.
C. Each Offeror is responsible to confirm that his or her unsealed proposal was received by the Town
prior to the time and date stated above. Proposals received after the deadline will not be accepted.
Electronic or mailed hardcopy submittals are accepted for this RFP, with the entire submittal being in
a single cohesive PDF file. Submittals shall be prepared simply and economically, providing a
straightforward, concise description of the firm’s capabilities to satisfy the requirements of the RFP.
Emphasis should be on completeness and clarity of content. Elaborate brochures and other
representations beyond that sufficient to present a complete and effective proposal are neither
required nor desired. Please do not duplicate information furnished in the RFP in the submittal. All
text in the PDF file shall be searchable using Adobe Acrobat software except within illustrations and
scanned registration documents.
To submit a hardcopy proposal through courier service/mail, proposals should be addressed to Tara
Vance, Procurement Officer, Christiansburg Town Hall, 100 East Main Street, Christiansburg,
VA 24073. Mailed or hand delivered proposals should be submitted in an envelope clearly marked
“RFP 26500010 Hauling and Applying Biosolids for the Wastewater Treatment Facility”.
Offeror’s name should also be clearly marked on the outside of the envelope.
To submit an electronic proposal through eVA, refer to the online bidding instructions available at the

through eVA the Bidder should be a registered vendor in eVA. The Town is not responsible for
establishing vendors in eVA. Bidders are advised that the process of becoming an established vendor

eVA, the Bidder should contact eVA Customer Care for assistance. Note that eVA will not accept
files larger than 60 MB.
D. Questions will be received by Tara Vance, Procurement Officer, until Monday, January 5, 2026 at
5:00 PM, EST. Questions will be answered in the form of an Addendum to be posted no later than
Wednesday, January 7, 2026, at 5:00 PM, EST. Questions received less than eight (8) days prior to
the date for opening of proposals may not be answered.
E. Any revisions or corrections to the Request for Proposal will be in the form of an Addendum, which
will be posted to the Bids and RFPs section of the Town’s website at www.christiansburg.org/bids.

SECTION II BACKGROUND AND PURPOSE
A. Background
The Wastewater Treatment Facility (WWTF) for the Town of Christiansburg (Town) produces
treated thickened biosolids. Activated sludge is placed into primary and secondary anaerobic
digesters on a daily basis. Then, sludge from the digesters is processed through a gravity belt
thickener, producing a thickened sludge of approximately 3-5% solids. For over thirty (30) years, the
Town has hired a Contractor to haul and apply the thickened biosolids on nearby agricultural tracts of
land (application sites), with the permission of landowners. The Contractor also will be responsible
for maintaining records and generating reports for Federal and State regulatory agencies. Total
volume of biosolids to be hauled and applied is estimated to be 300 dry metric tons or 1.3 to 3.0
million gallons per year. The Town cannot and will not guarantee a minimum or maximum quantity
of biosolids to be hauled and applied.
B. Purpose
This RFP is issued with the intent of hiring a Contractor to haul and apply biosolids generated by
the Town’s WWTF to the disposal and/or application sites and at the specified frequencies. The
Contractor also will maintain records and generate the required reports as well as comply with
ordinances, laws and regulations of Federal, Local (the Town and Montgomery County, VA) and
State agencies.
The purpose of this solicitation is to establish a contract or contracts for cost effective and
environmentally sound hauling and beneficial use and/or disposal of Class B anaerobically digested
biosolids for the Town’s WWTF.
The biosolids would be removed from the WWTF located at 2557 Crab Creek Road,
Christiansburg, VA 24073. The only approved destinations for hauling will be determined by the
Town.
The biosolids quantities, concentrations and values provided herein are estimates and not
guaranteed. These estimates are provided to give a general guideline for submission of proposals
and represent the best estimate of the Town based on projected biosolids production rates. During
the contract term, the Contractor will furnish all items described in their proposal. The Contractor
understands and agrees that this is a requirements contract, and the Town will have no obligations to
the Contractor if no work is required or requested by the Town. Any quantities which are included
in the solicitation are the current projections by the Town for the period of the contract. The
amounts are estimates, and the Contractor understands and agrees that the Town is under no
obligation to the Contractor to buy any amount as a result of having provided these estimates or
having any normal or otherwise measurable quantities in the past. The Contractor further
understands that the Town may require work in excess of the estimated annual contract amounts and
that such excess shall not give rise to any claim for compensation other than at the unit costs of the
contract.
SECTION III SCOPE OF SERVICES
The services that will be provided by the Contractor to the WWTF are described below.
A. Hauling biosolids or dewatered biosolids to approved application sites or to the landfill, as permitted
by the Town, and within two weeks of being notified by the Town. At least once per year, the
digesters may be emptied by the WWTF for inspection and or repairs. The Contractor may need to
empty a digester, in the event of emergency repairs, as determined by the WWTF. The Contractor
shall remain on site and available during such events, until dismissed by the WWTF.

B. Applying biosolids to the application sites in accordance with State and Federal regulations, Town
guidance, local regulations and policies, and requirements and directions of the landowners. Biosolids
will be applied at agronomic rates or less on all application sites, as determined by the WWTF.
Loading, hauling and applying biosolids will be performed on-demand, up to 6 days per week, if
requested by the WWTF.
C. Developing and maintaining records as required by Federal, Local and State ordinances and
regulations. The WWTF shall provide the Contractor with the biosolids sampling and test results
applicable to the Contractor’s record-keeping and reporting requirements. The information provided
to the Contractor shall include, but not be limited to, the following:
1. Laboratory results for pollutants,
2. Pathogen reduction data, in accordance with the requirements of State and Federal regulations for
Class B biosolids,
3. Vector attraction reduction data, in accordance with the requirements of State and Federal
regulations.
D. Maintaining accurate records so invoices can be prepared that list the quantities hauled to each
application site, the acreage upon which biosolids are applied at each application site, the charge per
ton (or gallon) and the total charge.
E. Complying with all requirements of State, Federal and Local agencies.
SECTION IV CONTRACT TERMS
a. General Contract Terms and Conditions: Refer to the Town’s General Terms and Conditions and
Insurance Requirements in Section XII.
b. Contract Price: Offerors shall submit unit costs in their Cost Proposal for each Option described in the
Scope of Services for which they are submitting proposals. The unit costs shall include all costs,
overhead and profit to the Contractor in fulfillment of this contract and no other charges or fees shall
be billed to the Town unless outlined in this contract and/or approved in advance by the Town.
c. Contract Period: The Town intends to award the contract resulting from this RFP for an initial term of
three (3) years, with the possibility of two (2) one year renewal periods. Renewals are not automatic
and shall be documented and signed by both parties. The first twelve (12) months shall be at a firm
fixed unit cost, hereinafter referred to as the base unit cost, for each option in the Scope of Services.
Thereafter, on the anniversary date for the second and third year of the initial contract, as well as each
successive optional renewal periods, if the Town authorizes an extension of the contract, the base unit
cost shall be automatically adjusted by a price adjustment factor based on the increase or decrease in
the Consumer Price Index (CPI), not to exceed 2% each year. In all cases, the minimum unit price
will not decrease below the initial bid price. This price adjustment factor shall be allowed for each of
the Options described in the Scope of Services.
d. Consumer Price Index (CPI): For the purposes of this contract, the CPI is defined as the Consumer
Price Index for All Urban Consumers: Water and Sewer and Trash Collection Services in U.S. City
Average (CUSR0000SEHG), as published by the United States Department of Labor, Bureau of
Labor Statistics. The base CPI index shall be established at the time of execution of the contract and
shall be the last published index closest to the award date of the contract.
