Ironhouse Sanitary District (ISD) is seeking Proposals for 14-Inch Parallel Force Main - Remaining Segments . Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/isd , no later than 5:00 pm on Thursday, November 13, 2025 .
ISD is planning to undertake the design and completion of the 14-inch Parallel Forcemain project, which will enhance system reliability and provide additional conveyance capacity during wet weather events.
A study and hydraulic analysis identified the need for a parallel 14-inch forcemain to serve planned development along the East Cypress Corridor in Oakley. This need was confirmed in the 2025 Collection System Master Plan. Portions of this forcemain have already been constructed as part of private development projects along East Cypress Road, and approximately 8,400 linear feet installed by the City of Oakley as part of the East Cypress Road Widening Project (three phases between Knightsen Avenue and Bethel Island Road). ISD now intends to complete the construction of the remaining segments to place the parallel system into full service. Scope of the four segments:
Segment 1 - Approximately 3,500 lineal feet of new force main on East Cypress - West of Knightsen Avenue to Sellers Avenue;
Segment 2 - Approximately 6,500 lineal feet of new force main on East Cypress -West of Emerson Ranch to the Wastewater Reclamation Facility;
Segment 3 - Marsh Creek Bridge realignment of existing 14-inch and 18-inch force main located on E. Cypress Road east of Main Street;
Segment 4 - Study the ability to bypass Cypress Grove Pump Station flows into Emerson Ranch Pump Station flows and route the combined flows to either Summer Lakes Pump Station 1 and/or Bethel Island ponds.
