SEALED BIDS: The Office of Business and Acquisition Services will receive Sealed Bids at 707
Third Street, West Sacramento, California 95605 before 2:00 P.M., December 17, 2025. Hand delivered bids shall be placed in the DGS/OBAS Bid/Proposal Drop Box located in the lobby.
Project comprises labor, material and services necessary for:
CIVIL SCOPE:
1. PROVIDE NEW CHILLER YARD AND PUMP HOUSE CONCRETE SLABS, GRADED, AND SLOPED.
2. PROVIDE NEW CONCRETE EQUIPMENT PADS
3. PROVIDE NEW CHAIN-LINK FENCE AND GATES FOR CHILLER YARD
4. PROVIDE NEW UNDERGROUND CHILLED WATER SUPPLY AND RETURN PIPING
5. PROVIDE DOMESTIC WATER AND SEWER UNDERGROUND LINES AND MANHOLE
ARCHITECTURAL SCOPE:
1. DEMOLISH EXISTING CHILLER ENCLOSURE
2. PROVIDE NEW CMU WALLS FOR CHILLER YARD
3. PROVIDE NEW METAL BUILDING FOR PUMP HOUSE
4. PROVIDE NEW VERTICAL PIPE CONCEALMENT CHASE AT BUILDING 30 EXTERIOR
STRUCTURAL SCOPE:
1. STRUCTURAL REINFORCEMENT OF NEW EQUIPMENT PADS, CHILLER YARD CMU WALLS,
EQUIPMENT, AND PIPING.
2. STRUCTURAL FOUNDATION FOR NEW PUMP HOUSE
3. STRUCTURAL REVIEW OF PRE-ENGINEERED SHOP DRAWINGS
MECHANICAL SCOPE:
1. DEMOLISH EXISTING ROOF MOUNTED WATER-COOLED CHILLERS, COOLING TOWER,
CONDENSATE PIPING, CHILLED WATER AND CONDENSATE PUMPS, DEAERATOR, EXPANSION TANK, CHEMICAL TREATMENT, MAKE-UP WATER CONNECTION, AND CHILLED WATER SIEMENS P2 CONTROLS.
2. DEMOLISH AND CAP EXISTING MAKE UP WATER VALVES ON BUILDING 30 ROOF.
3. PROVIDE NEW PUMP HOUSE.
4. PROVIDE NEW PAD MOUNTED MAGNETIC BEARING, AIR-COOLED CHILLERS.
5. PROVIDE NEW CHILLED WATER PUMPS WITH VFDS.
6. PROVIDE NEW HYDRONIC CHILLED WATER SUPPLY AND RETURN PIPING TO EXISTING SYSTEM WITH NEW DEAERATOR, EXPANSION TANK, CHEMICAL POT FEEDER, INSTRUMENTATION, AND CONTROLS.
7. PROVIDE NEW MAKE-UP WATER CONNECTION.
8. PROVIDE NEW ROOF MOUNTED EXHAUST FAN FOR NEW YARD PUMP HOUSE.
9. PROVIDE TESTING AND COMMISSIONING OF CHILLERS, PUMPS AND ENTIRE SYSTEM
PLUMBING SCOPE:
1. DEMOLISH EXISTING ROOF MOUNTED EYE-WASH STATION
2. PROVIDE NEW EYE-WASH STATION W/ HOT-WATER HEATER FOR TEPID WATER SUPPLY.
3. PROVIDE NEW DOMESTIC WATER SUPPLY TO NEW PUMP HOUSE.
4. PROVIDE NEW FLOOR DRAINS, VENT, WALL CLEANOUTS AND SEWER PIPING FOR NEW PUMP
HOUSE. PROVIDE NEW SUMP PIT AND PUMP. ROUTE WASTE UNDERGROUND TO EXISTING
SEWER MAIN
ELECTRICAL SCOPE:
1. DEMOLISH EXISTING CHILLED-WATER EQUIPMENT ELECTRICAL
2. PROVIDE NEW POWER SUPPLY TO NEW CHILLER YARD AND PUMP HOUSE
3. PROVIDE NEW TRANSFORMER FOR CHILLER YARD EQUIPMENT
4. PROVIDE NEW POWER SUPPLIES W/ DISCONNECT SWITCHES FOR NEW CHILLED-WATER

Certificate of Reported Compliance (CRC) ¿ Fleet Vehicles: As a condition of Contract award, prior to Contract execution, Contractor shall submit copies of the valid CRCs for any fleet retained by the Contractor or any listed Subcontractor, for which any vehicles subject to the California Air Resources Board In-Use Off-Road Diesel Fueled Fleet Regulations, Section 2449(i), Title 12, California Code of Regulations, are used in the completion of the work included in the Contract.

Health and Safety Provisions: Contractor and all subcontractors shall abide by all health and safety mandates issued by federal, state, and local governments and/or public health officers as well as those issued by DGS, and worksite specific mandates. If multiple mandates exist, the Contractor and subcontractors shall abide by the most restrictive mandate. The term ¿employee¿, ¿worker¿, ¿state worker¿ or ¿state employee¿ in health and safety mandates includes contractor and subcontractor personnel.
Costs associated with adhering to health and safety mandates are the responsibility of the Contractor. Contractor is responsible for the tracking and compliance of health and safety mandates and may be audited upon request.
Successful bidder shall furnish payment and performance bonds, each in the amount of 100 percent of the Contract price.
Prospective bidders must attend the mandatory pre bid site inspection tour on December 3, 2025 at 10:00 A.M., at Patton State Hospital Plant Operations, 3102 E Highland Ave, Patton CA 92369. The States requirements for Disabled Veteran Business Enterprise (DVBE) participation will be presented along with other contract requirements. Bidders are required to sign in upon arrival and sign out at the conclusion of the pre-bid site inspection. Attendance for the entire inspection is required in order for bidders to be eligible to submit a bid.
Security Clearance: Bidders¿ attention is directed to the deadline to contact Richard Kuyper, Project Director, at (916) 546-6459 no later than 2:00 P.M, November 26, 2025; and provide (1) full name, (2) telephone number, (3) Social Security Number, (4) Identification Number or California Drivers License Number and expiration year, and (5) date of birth; for security clearance to enter institution. Blue, black, or acid washed denim trousers, camouflage clothing, red or orange jumpsuits, and blue or black chambray shirts, cameras and recording devices will not be allowed (not applicable for virtual pre-bid inspections). It is recommended that all vendors register as a bidder through the Cal eProcure website at https://www.caleprocure.ca.gov/pages/bidder-vendor.aspx. This will allow for automatic notifications if there is any modification to the Event such as the posting of an addendum or additional documentation.

A public bid opening will be held on December 18, 2025 at 2:00 P.M. at 707 Third Street, West Sacramento, CA 95605. Bidders that choose to attend the bid opening shall check in with security in the lobby. A DGS representative will meet attendees in the lobby and escort all parties to the bid opening location. At the public bid opening, all bids received before 2:00 P.M., December 17, 2025 will be opened and recorded onto a Preliminary Bid Tabulation. Bidders do not need to attend the bid opening as the Preliminary Bid Tabulation will be emailed to participating contractors immediately after the bid opening.
States estimated cost: $7,232,700. The term of this project is 575 calendar days.
