Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to negotiate a modification to a delivery order N00019-24-F-0188 with Maritime Surveillance Associates (MSA), 39 Peterson Lane, Brunswick, MA 04011, on an existing Basic Ordering Agreement (BOA) N00019-21-G-0003, on an other than full and open basis. NAVAIR intends to procure Software data packages and Engineering Change proposals to the technical data package of the Global Reconstruction and Measurement System (GRAMS). These changes will detail the changes required to provide a cloud based architecture for the Impact Level (IL) 6 Cloud based architecture based upon the IL5 prototype developed under the delivery order.
This is planned as sole source the authority of 10 U.S.C. 3204(a)(1) because MSA is the sole designer and developer of GRAMS and its associated processing applications, and is the only company with the requisite knowledge, experience, and technical data that can meet the government’s requirement.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. However, the Government will consider all capability statements received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
