B. An optional Pre-Application Conference will be held virtually using Microsoft
Teams on January 27, 2026, at 2:00 p.m. The purpose of this conference is
to provide prospective General Contractors with an overview of the County’s
objectives for the prequalification phase of this Project and the anticipated
scope of the subsequent Invitation for Bid (IFB).
The session will cover submission requirements, evaluation criteria, and key
project considerations. Attendance is strongly encouraged to ensure a clear
understanding of the County’s expectations and the process for becoming
prequalified to participate in the forthcoming IFB.

PREQUALIFICATION FOR THE
ADULT DETENTION CENTER EXPANSION- PHASE III
1.0 PURPOSE
The County of Loudoun, Virginia (the “County”) is initiating a two-step (2-step)
procurement process for the construction of the Adult Detention Center Expansion
– Phase III (the “Project”). This Request for Qualifications (RFQu) represents Step
One (1), through which the County is soliciting Prequalification Applications from
experienced and capable General Contractors.
The purpose of this phase is to evaluate and identify firms that meet the County’s
minimum qualifications and project-specific criteria. Only those General
Contractors deemed qualified through this RFQu process will be invited to
participate in Step Two (2), a formal Invitation for Bid (IFB) issued exclusively to
prequalified firms.
This solicitation is limited to General Contractors. The scope of work includes, but
is not limited to:
• Sitework and paving
• Construction of an inmate housing unit addition
• Construction of an administrative offices addition
• Renovation of the existing kitchen
• Renovation and expansion of the laundry facilities
• Construction of a new maintenance building
General Contractors successfully prequalified through this process will be eligible
to receive and respond to the forthcoming IFB.
2.0 COMPETITION INTENDED
It is the County's intent that this prequalification process permits a competitive bidding
environment for the Project. It shall be the responsibility of the Applicant (i.e., any
General Contractor submitting a Prequalification Application (“Application”) in
response to this RFQu) to notify the Purchasing Agent in writing if any language,
requirement, specification, or any combination thereof inadvertently restricts or limits
competition to a single source. Such notification must be received by the Purchasing
Agent no later than fifteen (15) days prior to the date set for acceptance of
applications.
3.0 DESCRIPTION OF WORK
The work (Work) includes the construction and renovation of approximately thirty-
eight thousand (38,000) square feet (sf) of space within an existing and fully
operational Adult Detention Center located at 42035 Loudoun Center Place,
Leesburg, Virginia 20175 (Parcel Identification Number 191-16-9866-0000).

The Work will be phased to avoid disruption to facility operations. Construction
crews will be escorted by Loudoun County Sheriff’s Office staff throughout the site.
The scope includes a new forty-eight (48) bed, single-story inmate housing unit
with mezzanine, designed to support mental health and re-entry programming.
This addition includes a central control space, inmate recreation yards, and
classrooms. The inmate housing addition is approximately twenty-five thousand
(25,000) sf and will achieve Leadership in Energy and Environmental Design
(LEED) certification. The Work also includes an administrative addition of
approximately eight thousand (8,000) sf, which will provide new office space, a
public lobby, public video-visitation areas, and a new public entry. Staff areas will
include conference rooms, a lactation room, an open office area, and a staff break
room.
The existing kitchen and laundry areas will be renovated and expanded as part of
the Work. Improvements will consist of new walk-in freezers and refrigerators, an
expanded dishwashing area, cart storage, and additional laundry equipment.
Kitchen equipment will be tested and replaced and/or supplemented as needed.
The renovation area is approximately four thousand (4,000) sf, with an additional
one thousand (1,000) sf of new construction.
The Work further includes a new four thousand (4,000) sf prefabricated
maintenance building with metal siding, asphalt shingle roofing, and a masonry
water table. The building will contain an office, storage area, toilet room, overhead
doors, and will be fully insulated and conditioned.
Typical materials to be used in the Work include brick, concrete masonry units
(CMU), metal roofing, metal siding, carpet, tile, polished concrete, paint, drywall,
and acoustic materials and ceilings.
Site work will include installation of a sanitary lift station, construction of a fenced
staff parking lot, staff patio, public parking, magistrates’ parking, a public access
road connecting the public parking lot to Gorley Transit Road, and landscaping
improvements.
The County makes no guarantee as to the amount of Work that will be awarded
under any resulting Contract(s).
4.0 PREQUALIFICATION PROCESS
4.1 General
A. For the purposes of this solicitation, the term Applicant refers to any
individual, partnership, corporation, or other legal entity that submits
a Prequalification Application (herein referred to as the “Application”)
in response to this RFQu.
B. Only Applicants that have been pre-qualified in accordance with the
procedures outlined herein will be eligible to submit a bid for the
construction of the Adult Detention Center Expansion - Phase III.
Bids received from entities who have not been prequalified will not
be considered.
