Scope of Work: University Towers Mattress Refurbishment

1. Project Overview & Timeline

The Vendor shall provide professional refurbishment services for 829 Twin XL

mattresses (36" x 80" x 8") for University Towers.

 Removal Phase: Vendor must take delivery of 829 mattresses removed from

University Towers student rooms during the first week of May 2026.

Vendor can receive per the delivery schedule: Yes ____ No ____

 Delivery Phase: Vendor must deliver the refurbished mattresses to University

Towers during the last week of July 2026.

Vendor can meet the delivery schedule for all mattresses: Yes ____ No ____

 Coordination: Specific dates and times for both phases must be coordinated with

the NC State University Project Manager.

 Substitution: If any University-owned mattresses are too damaged to be

refurbished, the Vendor shall substitute a mattress with identical specifications

from their own inventory at no additional cost.

2. Technical Specifications & Workmanship

 Workmanship Standard: All workmanship shall be first-class in every respect. The

finished mattresses shall be free from all avoidable imperfections of manufacture

and from defects affecting the appearance or serviceability.

 Dual-Sided Finish: Both sides of the mattresses shall be finished so that either side

may be used with equal comfort.

 Details: No lifting straps are required. Any materials or processes not specifically

described in these specifications shall be in keeping with good industry practice.

 Construction: Mattresses must be stripped down to the innerspring (13-gauge wire)

and base/cotton. They shall be remanufactured with new filler and fiber toppers.

 Cover: 210-Denier Navy Blue Poly/Nylon fabric. Must be fluid-proof, antimicrobial,

and low-shear. All seams must be inverted (except at one short end for closure)

and sewn with Kevlar “FR” thread.

 Packaging: Each finished unit must be bagged in new 3-mil plastic.

3. Mandatory Legal & Safety Compliance

 Federal Flammability Standards: All finished products must comply with 16 CFR Part

1633 (the Federal Open Flame Standard). The outer cover must also pass MVSS-

302, CAL-117 Technical Bulletin, and NFPA-701.

 Federal Labeling: A sewed law label shall be attached to each mattress as required

by Federal Law.

 NC State Sanitization (Yellow Tag): In accordance with N.C.G.S. § 106-65.96, the

Vendor must use a state-regulated high-heat/dry sanitation or approved chemical

process. Each mattress must bear the North Carolina "Yellow Tag" certifying it

has been sanitized by a licensed facility.
