Pursuant to N.C.G.S. 143-128 and 143-129 and city policy, sealed proposals endorsed “Miller Park
Improvements, FB26259” will be received by City/County Purchasing, City Hall, 101 North Main Street,
Winston-Salem, NC until the date and time listed above. The City reserves the right to reject any or all
proposals. Should less than three bids be received, the project will have to be re-advertised.
Bidders must be properly licensed as required by Chapter 87 of the North Carolina General Statutes. 100%
Performance & Payment Bonds will be required of the awarded contractor.

or 336-747-6939 during normal business hours. Bidders are encouraged to carefully read and understand
the contents of the Bidding Documents. The bid documents include the bid package, plans, and the
specifications on the plan sheets. Bid documents can be obtained by contacting Catherine Knisley.

The M/WBE subcontracting goals for this project are 6% MBE and 4% WBE and must be met separately.

** NOTICE OF PRE-BID **
A MANDATORY pre-bid conference will be held at 10:00 AM, June 18, 2026 at 400 Leisure Ln,
Winston-Salem, NC 27103. We will meet inside the Rec Center.
The purpose of this conference is to summarize the scope of work involved and to explain the City’s
Minority and Woman Owned Business Enterprise (M/WBE) goals and program related to this project.
Staff will be present to answer questions. The City will not consider bids from companies who do not
have a representative present at the pre-bid and/or who fails to record their attendance on the sign-in
sheet.
