Project Description: Hemlock Farms Community Association (Owner) is requesting Bids for the construction of the following Project:
Forest Drive Main Replacement
Entech No. 8115.046
Bids for the construction of the Project will be received electronically via the PennBid Program by the Hemlock Farms Community Association until 10:00 a.m. local time Monday, December 22, 2025. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
Installation of approximately 4,500 LF of 6-inch and 8-inch water main; replacement of 53 water service connections and 4 fire hydrants. Work also includes roadside drainage improvements and culvert pipe replacement.
The Notice to Proceed is anticipated to be issued in March 2026. Contract Time for Substantial and Final Completion shall commence on this date. The Contractor may perform administrative tasks, submittals, and procurement activities upon receipt of the Notice to Proceed; however, no on-site construction activities shall occur prior to April 6, 2026. Substantial Completion shall be achieved within 120 calendar days of the Notice to Proceed, and Final Completion within 150 calendar days.

All project documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com).
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Monday, December 8, 2025 at 10:00 a.m. local time at the Hemlock Farms Community Association office, 121 Lookout Drive, Hawley, PA 18428. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.
The Hemlock Farms Community Association hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
