Summary

The City is seeking proposals from qualified, licensed engineering firms to perform technical analyses, prepare documentation, and support an MT-2 (map revision) application to be submitted to FEMA. The primary goal of this study is to improve accuracy of the effective flood hazard mapping and base flood elevations in the vicinity of the WRF. The project shall include project management/coordination, data collection/review, hydrologic/hydraulic modeling, public outreach/meetings, reporting, and coordination with City, State, and Federal agencies as outlined in the Scope of Service.

Background

The City of Pueblo (City) owns and operates the James R. DiIorio Water Reclamation Facility (WRF), located at 1300 S Queens Avenue in Pueblo, Colorado. This advanced wastewater treatment plant serves the City of Pueblo and the neighboring sanitation districts of Blende, Salt Creek, and St. Charles Mesa. With a design capacity of 19 million gallons per day, the facility currently treats over 10 million gallons of wastewater daily. The treated effluent is discharged into the Arkansas River. Due to its proximity to the river, the WRF faces considerable flood risk from high river flows and upstream overbank flooding. Earthen embankments exist along the river channel and around the perimeter of the site; however, these are not certified levees, and their condition and reliability are unknown.
