This contract action is subject to the Federal Acquisition Regulation (FAR) 6.302-5 Authorized or required by statute, Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f). This is also known as Service-Disabled Veteran Owned Small Business (SDVOSB) Program (FAR 19.14). This is a notice of intent to negotiate a firm-fixed price (FFP) with a base performance period of one (1) year, and two (2) optional period of performance consisting of six (6) months each for a total possible performance period of two (2) years. The intent of award is to sole-source award to the incumbent under the previously reference authority. This is NOT a request for competitive quotations. However, contractors who want to challenge this action must submit an interest letter and a capabilities statement that demonstrates their ability to perform this work.
The information must demonstrate the organization’s ability to provide the product(s) and service(s) as described within this notice, as well as the associated justification. All interested organizations must respond to this Special Notice by March 19, 2026, 10:00 AM (MT), to the identified PoC’s E-Mail (shawn.borisow@nist.gov)
Responses received will be evaluated; however, the Government's determination not to compete with the proposed procurement based on responses to this notice is solely within its discretion. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. NIST shall not reimburse for any cost(s) associated with providing capability information.
Description: The National Institute of Standards and Technology (NIST) intend to negotiate a new contract award for a base performance period consisting of 12 months or one (1) year, and two (2) optional performance periods consisting of six (6) months each, for a total potential performance period of 24 months, or one (1) year. The current intent it to negotiate and award with the current contract holder on a sole-source basis under the authority of FAR 19.1406 Sole-source awards, under the Veterans Benefits Act of 2003, also known as Service-Disabled Veteran Owned Small Business (SDVOSB). Interested organizations shall include evidence of capability to provide the attached statement of work.
