Article I. Executive Summary and Exhibits
1.1 Executive Summary
The City of Hutto, Texas is seeking to engage a qualified firm through the Construction
Manager at Risk (CMAR) delivery method for the construction of a new Justice Center
and Police Facility. This project is a critical public safety investment intended to support
the City's continued growth and enhance operational efficiency for law enforcement
and judicial services.
The selected CMAR will serve as a key partner to the City throughout the project
lifecycle, providing pre-construction and construction phase services. During pre-
construction, the CMAR will collaborate with the City and design team to provide cost
estimating, constructability reviews, value engineering, scheduling, and procurement
strategy development to ensure the project aligns with budget and schedule
expectations. Upon establishment of a Guaranteed Maximum Price (GMP), the CMAR
will assume responsibility for construction, including coordination of subcontractors,
site management, quality control, and project delivery.
The Justice Center and Police Facility is expected to include administrative offices,
court-related functions, secure and public access components, a support building, and
associated site improvements. The facility is being planned with a long-term vision to
accommodate the City's continued growth, and may include phased development and
future expansion components to be implemented over time. The City seeks a firm with
demonstrated experience in public safety facilities and CMAR delivery, capable of
delivering a high-quality, cost-effective project while maintaining transparency,
collaboration, and accountability throughout the process.
This is a two-step procurement. Respondents shall submit a Statement of
Qualifications (SOQ) as outlined in Exhibit C. The City of Hutto will consider
submissions from business entities that demonstrate the ability to manage and
execute the project within the guidelines of this solicitation, following all applicable
federal, state, and local rules, laws, and regulations and the terms and conditions
contained in Exhibit B. Respondent must execute Exhibit A and complete other items
listed on the Submission Checklist to be considered for award.

2.1 Schedule of Events
The dates provided represent a tentative schedule of events related to this solicitation.
The City of Hutto reserves the right to modify these dates before the deadline for
submission of SOQs upon notice being posted on the City website and its Vendor
Connection website, Bonfire.

this time will not be answered.
Any questions, clarifications, concerns or requests for general information
should be submitted in writing via Bonfire.
Solicitation documents may be examined or obtained electronically at the City's
Bid postings website and its Vendor Connection website, Bonfire. All addenda
will be posted on the City's Bid postings website and its Vendor Connection
website. It is the sole responsibility of the Respondent to check for Addenda.
Respondents are expected to examine all documents that make up this
solicitation. Respondents shall promptly notify the City of any omission,
ambiguity, inconsistency, or error they may discover upon reviewing the
solicitation. The City assumes no responsibility for errors or misrepresentation
that result from the use of incomplete submissions.
READ THIS SOLICITATION FULLY AND CAREFULLY. RESPONSES MUST BE
COMPLETE UPON SUBMISSION, INCLUDING ALL FORMS AND
ATTACHMENTS REQUIRED HEREIN. FAILURE TO STRICTLY COMPY WITH
THESE STATED TERMS OF SUBMISSION MAY RESULT IN REJECTION OF
THE SUBMISSION.
2.2.2 Prohibited Communications
Upon issuing this solicitation, except for written inquiries as outlined above, the
City of Hutto, its representatives, or partners will not answer questions or
otherwise discuss the content of this solicitation with any potential Respondent
or their representative(s). Respondent agrees to rely solely on the written
process outlined herein. Respondents who do not comply with the terms
outlined in this section may be disqualified from this solicitation.
2.3 General Requirements for Solicitation Response
2.3.1 SOQ Response Format and Deadlines
Respondents will need to create an account on Bonfire in order to be able to view
and submit an electronic Packet. All submissions must be completed before the
provided "Deadline RFQ Submissions" date and time. Once the date and time
has passed, the option to submit SOQs will no longer be available.
HARD COPY, FAXED, OR E-MAILED SOQS AND/OR LATE SUBMISSIONS
WILL NOT BE ACCEPTED.

2.3.3 Alterations, Modifications, Withdrawals
SOQs may be modified, altered, or withdrawn from consideration by notifying
the point of contact listed herein, provided such notice is received before the
deadline. No SOQ may be withdrawn after the date and time of opening without
approval of the Purchasing Officer.
Article III: Detail and Scope of Work
3.1 Project Overview
The City of Hutto intends to construct a new Justice Center and Police Facility to support
public safety operations and judicial functions. The project is anticipated to include
administrative offices, court-related functions, secure and public access components,
a support building, and associated site improvements.
The facility will be planned with consideration for future growth, including potential
phased development and expansion over time. The selected Construction Manager at
Risk (CMAR) will be expected to support both the initial construction and long-term
scalability of the site.
3.2 Pre-Construction Phase Services
The CMAR shall provide comprehensive pre-construction services in coordination with
the City and the design team. Services shall include, but are not limited to:
* Review of design documents at various stages for constructability, clarity, and
completeness
* Development of detailed cost estimates at schematic, design development, and
construction document phases
* Value engineering recommendations to align project scope with budget objectives
* Development and maintenance of a master project schedule, including phasing
considerations
* Identification of long-lead materials and procurement strategies
* Subcontractor packaging and bid strategy development
* Evaluation of site logistics, safety planning, and operational impacts
* Collaboration with the City to plan for future expansion and phased implementation
* Assistance in establishing a Guaranteed Maximum Price (GMP), including
assumptions, contingencies, and allowances
3.3 Construction Phase Services
Upon acceptance of the GMP, the CMAR shall serve as the constructor and be
responsible for delivering the project in accordance with the contract documents.
Responsibilities shall include:

* Management and coordination of all construction activities and subcontractors
* Implementation of quality control and assurance programs
* Site supervision, safety management, and compliance with all applicable
regulations
* Procurement of materials, equipment, and subcontracted services
* Schedule management to ensure timely completion of the project
* Cost control and management of contingencies
* Administration of change orders and coordination with the City and design team
* Maintenance of project documentation, including daily reports, progress updates,
and cost tracking
* Coordination of inspections, testing, and commissioning activities
* Substantial completion, punch list management, and project closeout
3.4 Coordination and Communication
The CMAR shall maintain clear, consistent, and proactive communication with the City
and all project stakeholders. Responsibilities include:
* Participation in regular project meetings and design coordination meetings
* Providing timely updates on cost, schedule, risks, and project progress
* Early identification and resolution of potential issues impacting budget, schedule, or
quality
* Collaboration with the City to support decision-making throughout the project
lifecycle
3.5 Phasing and Future Expansion Considerations
The CMAR shall assist the City in evaluating and planning for phased construction and
future expansion of the facility. This includes:
Developing strategies to allow future building expansions with minimal disruption.
Evaluating site layout, utilities, and infrastructure to support long-term buildout.
3.6 General Requirements
The following general requirements shall apply throughout the term of the contract:
* The CMAR shall maintain all required licenses, insurance, and bonding capacity.
* The CMAR shall act in the best interest of the City and avoid conflicts of interest.
* All project records and documentation shall be the property of the City.
* The CMAR shall comply with all applicable federal, state, and local laws and
regulations.
* All personnel performing work on behalf of the City shall conduct themselves in a
professional and ethical manner at all times.

* The selected CMAR shall not have any financial interest in, or affiliation with, any
contractor, supplier, or developer involved in projects assigned under the contract,
and shall disclose any potential conflicts of interest to the City.
The selected CMAR shall comply with all applicable laws, regulations, and City policies
in the performance of services under the contract.
Article IV. Evaluation and Award
4.1 Evaluation Criteria
In accordance with applicable procurement law, the City will evaluate firms based on
demonstrated competence and qualifications.
Relevant CMAR Experience (20 Points)
Experience delivering similar projects, particularly public safety, justice, or municipal
facilities
Qualifications of Key Personnel (20 Points)
Experience and roles of proposed project manager, superintendent, and pre-
construction staff
Project Approach & Methodology (20 Points)
Demonstrated approach to cost estimating, scheduling, phasing, and collaboration
Cost Control & GMP Development (15 Points)
Ability to develop and manage GMP while maintaining budget throughout design and
construction.
Justice/Secure Facility Experience (15 Points)
Experience with relevant facilities requiring specialized security, controlled access, or
critical operational coordination's.
Safety Record & Past Performance (10 Points)
Demonstrate historical safety performance and project execution record.
4.2 Scoring Methodology
The City of Hutto will assemble an evaluation committee to review and evaluate each
submission of Statement of Qualifications. Each evaluator shall independently
complete an evaluation worksheet for each submission and score responses based on
the evaluation criteria established in this solicitation.
Each evaluator shall assign a score for each evaluation criterion based on the maximum
points identified in the evaluation matrix. Completed evaluation worksheets shall be

submitted to the Purchasing Officer, who will compile and average the scores to
determine the overall ranking of respondents.
Evaluators may seek guidance from the Purchasing Officer, legal counsel, or subject
matter experts to assist in understanding the information provided in an SOQ; however,
such individuals shall not independently score submissions unless designated as
members of the evaluation committee.
The top scoring firms will be invited, via email, to participate in the Request for
Proposals (RFP) Process. Further details and instructions will be provided at that time.
However, we have shared our full schedule so that all firms are made away of the crucial
deadlines and turn around times.
Article V. Required Respondent Information
5.1 Solicitation Response Form
By signing and submitting the solicitation response, Respondent acknowledges that
they have inspected the specifications, are capable and willing to perform and/or
provide the required services and/or products. The undersigned certifies that the
provided information contained in this Submission have been carefully checked and
submitted as correct and final. The undersigned is authorized to bind themselves or the
