One portal was used as a water supply for the local community. An overflow pipe and human access door was placed in the block wall for that portal. Over time the mortar has failed and the portal cannot hold enough water to supply the community. The abatement planned consists of removing the old wall and pouring a concrete footer approximately 1 foot higher than the bottom of the existing human access door. A new access door and overflow pipe will be installed at this elevation and the remainder of the opening will be sealed again with block and mortar.
