Traffic Control Services

The Western Virginia Water Authority (WVWA) is soliciting sealed bids from qualified providers for on-call, as-needed, Traffic Control Services.

It is the responsibility of the Bidder to check the Authority’s website for any addenda that may be issued prior to the Bid Opening.  Bidder must acknowledge all issued addenda on Bid Form.  Failure to do so shall be grounds for rejection of the bid.

Bidders are referred to the Code of Virginia, Public Procurement Act § 2.2-4300 et seq. to review the process for competitive sealed bidding.

Individuals with disabilities, who require assistance or special arrangement in order to participate in delivering the proposal, please contact Jeff McInnis by calling (540) 283-2980.  We require that you provide at least a 48-hour notice so that reasonable efforts may be made to provide the proper arrangements. You may be requested to specify the nature of any accommodation of assistance which may be required for your participation.

MBE and WBE businesses are encouraged to submit bids.  Bidders are encouraged to offer wages at or above the prevailing rate and hire local employees and subcontractors.

One original and one copy - (2) complete bids of the proposal must be submitted in a sealed envelope/package marked " BID # WVWA-FOD-27-04 " and received at the WVWA Field Operations Facility, 3322 Hollins Road NE, Roanoke, VA  24012, no later than 3:00 PM (Local prevailing time) on August 20, 2026 ‑ at which time the bids will be opened and read‑aloud.  It is the responsibility of the bidder to ensure that bids are received in the appropriate place and by the designated time.

Since this is a formal request for bids, no faxed or emailed bids will be accepted.  Any bid received after the date and time specified will be returned to the proposer unopened.

The WVWA shall provide the mechanism for evaluation of all information received.  The WVWA reserves the right to make the final determination of responsible Offeror(s) and to waive informalities and/or irregularities and to accept or reject any or all bids.  The bid may be awarded to multiple bidders if in the best interest of the WVWA.

The contract term is one (1) year with the ability to renew the contract annually, and renewed only when both parties agree, two more times for a maximum of three (3) years total. The one-year period shall begin on September 1, 2026.  Contract agreements shall be executed within thirty days of bid opening.  Should the Western Virginia Water Authority Board of Directors not appropriate monies for the purpose of buying the type of services included in this bid, the contract shall remain in effect and be reviewed for renewal the following fiscal year. Non-appropriation in any given year will not cause the total length of the contract to be extended beyond a maximum of three (3) years.
