- 4th Circuit – Maryland, North Carolina, South Carolina, Virginia, West Virginia
- 5th Circuit – Louisiana, Mississippi, Texas
- 8th Circuit – Arkansas, Iowa, Minnesota, Missouri, North Dakota, South Dakota, Nebraska
