This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and FAR 5.203. An invitation for Request for Proposals (RFP) is anticipated to be posted no later than January 8, 2025.



The VA Medical Center located in Boise, ID, has a requirement for a Firmed Fixed Price construction project that will install/enlarge one storm drain seepage bed and two infiltration facilities. New systems will tie into existing storm sewer systems. One infiltration facility will be installed in Parking Lot 10, another in Parking Lot 18 on the Parade Grounds and the storm drain seepage bed will be installed in front of B.27. As part of the work, building 85 requires new piping to be run within the mechanical space in the basement to intercept the existing roof drain line and reroute outside of the building. The new piping will exit the building and tie into the new system in parking lot 10. New work will include installation of new catch basins, sand traps, and observation wells and the removal of existing systems and beds prior to new installations. Work will include complete removal of trees and replacement of landscaping removed from site. The contractor shall provide all materials, equipment, labor, quality control, and supervision necessary. This project will be phased so that one system will be constructed at a time to minimize disruption to the station.



The magnitude of this project is between $250,000 and $500,000. The NAICS code for this procurement is 237110 and the size standard is $45 million. The solicitation is being issued in the best value continuum described in FAR Part 15.101. A bid bond is required, and the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. This project is 100% set-aside for Small Businesses.
