Will we be allowed to subcontract services to other Home and Community Based Service Providers who are required to have a team of dedicated case managers, nurses, social workers, etc. or must we employ staff directly?

Does the contract cover operational expenses associated with the facility such as mortgage payments/lease payments, utility bills, property maintenance, etc?

Response:Â No, the contractor will be compensated a per diem rate for each approved night of stay for the Veteran.
Will we be able to leverage other benefits available to veterans in combination with this program? Such benefits could be Aid & Attendance benefits that the veteran may be eligible for or home care benefits.

Response: No, Payments made by the VA under this contract shall constitute the TOTAL cost of care and housing of the homeless Veteran. Veterans appropriate for the program would be literally homeless with the ability to care for Activities of Daily Living (ADL). In the event a Veteran has a change in status or is determined to have a greater need after admission, attempts to locate adequate placement will be made by VAMC/Contract staff. Veterans may be eligible to apply for benefits such as Aid & Attendance for their individual benefit if needed for care once they are discharged but not to be utilized to compensate the contractor for services while participating in the program. Veterans admitted to the program are required to be literally homeless and capable of attending to activities of daily living. In the unlikely event a Veteran needs home health care while admitted and is appropriate to remain in the placement, this will be arranged via the VAMC.
Regarding documentation (care plans, assessments, SOAP notes, etc) - is there a particular EMR system that is preferred, or can we use our own systems?
Response:Â No, any format may be utilized if the required elements are included.
