PART I
REQUEST FOR SUBMITTALS
St. Charles County (SCC) will accept submittals from qualified persons or firms interested in leasing an existing
building and surrounding premises at KSET with the intent of providing or conducting aeronautical services.
Aeronautical services to be provided or conducted may be but are not limited to:
• Aircraft ground and flight instruction;
o Introductory flights
o Simulator training
• Aircraft maintenance;
• Avionics repair and installation;
• Aircraft charter and or aircraft cargo operations;
• Aircraft rental and or sales;
• Pilot supply sales (aeronautical charts, flight logs, instruction manuals, clothing, etc.);
• Unmanned aerial vehicle (UAV) / Unmanned aerial system (UAS) training and or flight;
• Other aeronautical service(s)
An informational pre-submittal meeting and site visit is scheduled for April 2, 2025 at 10:00 A.M. in the
KSET Conference Room located at 6390 Grafton Ferry Road, Portage des Sioux, MO 63373.
St. Charles County will accept submittals from individuals, businesses or other providers interested in leasing an
existing building and surrounding premises and providing or conducting aeronautical services at KSET. One
original signed copy and a second copy of the Request for Submittal Part II must be mailed or delivered to St.
Charles County Parks Department, ATTN: Dennis Wiss, A.A.E., Airport Manager, 201 N. Second St., Suite 510
St. Charles, MO 63301 no later than 3:00 P.M. CST on April 30, 2025. St. Charles County reserves the right to
extend the day and time of submittal receipts if necessary. Submittal documents and any addendums are
available by accessing the County’s Finance Department website at https://sccmo.org/626/Bid-Opportunities.
Submittals shall be in a sealed envelope marked, “Submittal For Aeronautical Services” on the outside of the
envelope with the name of the submitting Respondent clearly marked on the envelope.
It is the responsibility of interested firms to check the SCC’s Finance Department – Bid Opportunities website for
any addendums prior to the closing date and time of this Submittal. All addendums must be signed and included
with submitted submittal.
SCC reserves the right to reject any and all submittals, to waive technical defects, and to select the submittal(s)
deemed most advantageous to SCC and to be the highest and best use of the building and premises.

DESCRIPTION OF REQUEST FOR SUBMITTALS
1. INTRODUCTION/DESCRIPTION OF SUBMITTAL: St. Charles County, Missouri, a municipal corporation,
(“SCC”) is soliciting submittals from qualified persons, businesses or firms interested in leasing an existing
building and surrounding premises (the Premises) at KSET with the intent of providing or conducting
aeronautical services at KSET. SCC is seeking submittals that will provide for the highest and best use of
the Premises from Respondents whose combination of experience, personnel and financial capability will
result in high-quality aeronautical activity and or development. No other use of the Premises will be
considered.
Aeronautical services to be provided or conducted may be but are not limited to:
• Aircraft ground and flight instruction;
o Introductory flights
o Simulator training
• Aircraft maintenance;
• Avionics repair and installation;
• Aircraft charter and or aircraft cargo operations;
• Aircraft rental and or sales;
• Pilot supply sales (aeronautical charts, flight logs, instruction manuals, clothing, etc.);

Description and Background of Airport Operations: KSET is one of seven airports in the St. Louis Metropolitan
Statistical Area (MSA) and is classified by the FAA as a general aviation reliever airport. The 2024 Based
Aircraft Report lists 130 aircraft including single and twin-engine aircraft as well as rotorcraft at KSET with
approximately 64,000 estimated annual operations in 2024.
SCC maintains 14 County-owned buildings comprised of 92 aircraft storage T-hangars, two large hangar
and office buildings that serve as FBO businesses, two hangars and a museum building leased to the
Commemorative Air Force (CAF) as well as the County’s Airport Administration/Terminal building and a
maintenance garage/workshop. The County also leases land to Chapter 32 of the Experimental Aircraft
Association, a private four-place hangar development and the Boeing Corporation.
The County owns three on-airport AvGas fuel storage facilities with a combined fuel capacity of 24,000
gallons. The respective fuel facilities are operated by the FBOs and the CAF.
The Airport is open 24/7 and is manned by SCC employees from 7:30 A.M. to 4:30 P.M. weekdays and are
on stand-by evenings, weekends and holidays. The Airport’s four runways are equipped with pilot-controlled
edge lighting with PAPI and REIL lights on Runway 18. The installation of PAPI lights is scheduled for
Runway 36 in 2025. Runway 18 has a VOR and GPS/RNAV approach.
2. SCOPE OF SERVICES: Any persons, businesses or firms seeking to conduct aeronautical activity at KSET
shall demonstrate that they have adequate resources to realize the business objectives agreed to by St.
Charles County and the applicant.
• Leases shall be for a term to be mutually agreed upon between the parties with due consideration for
the financial investment and the need to amortize improvements to the leasehold, if any. A sample
lease is provided in a separate attachment to this Request For Submittals.
• Persons, businesses or firms shall have relevant business background and shall have demonstrated
business capability to provide the proposed aeronautical activity(ies) to the satisfaction of SCC.
• Any prospective persons, businesses or firms seeking to conduct aeronautical activity at the airport shall

demonstrate that they have adequate resources to realize the business objectives agreed to by St.
Charles County and the applicant as outlined in Part II, Instructions to Respondents.
3. SCC PROVIDED FACILITIES AT KSET FOR LEASE:
One combination hangar/office building known as Building 25, located at 6460 Grafton Ferry Road, Portage
des Sioux, MO 63373, consisting of:
• 70’ x 100’ enclosed hangar approved for aircraft maintenance;
o Approximately 1,900 square yards of adjoining ramp space;
• Approximately 1,600 square feet of office/workshop space;
• Ten aircraft tiedown spaces;
• One (1) 4,000-gallon AvGas fuel storage tank and dispensing equipment.

4. INSTRUCTIONS FOR RESPONDING TO THIS REQUEST FOR SUBMITTALS: Submit a completed “Part II
– Aeronautical Services Submittal Document” and all signed Addenda (if applicable). Submittals must be
completed as instructed. Submittals received that do not include all required documents and signatures may
be considered non-responsive. Submittal must be organized using the following format:

5. BUSINESS LICENSE REQUIREMENTS: The successful Operator awarded a contract will be required to
obtain a SCC business license and any other license(s) as may be necessary to perform their aeronautical
service.
6. SAMPLE AGREEMENT: SCC will provide, as a separate attachment, a sample Building and Premises
Lease agreement from which the proposed aeronautical services are to be performed. This sample is
provided for illustrative purposes only. SCC reserves the right to submit an agreement which differs from
the example.
