City of Stephenson (Owner) is requesting Bids for the construction of the following Projects:
Contract 1 WASTEWATER AND WATER SYSTEM IMPROVEMENTS
Contract 2 ELEVATED WATER STORAGE TANK IMPROVEMENTS
Contract 3 WASTEWATER TREATMENT FACILITY IMPROVEMENTS

Bids for the construction of the Projects will be received at the City of Stephenson Office located at PO
Box 467, W628 Samuel Street, Stephenson, MI 49887, until January 21, 2026. Bids for Contract 1
Wastewater and Water System Improvements are due at 11:00 AM local time. Bids for Contract 2
Elevated Water Storage Tank Improvements are due at 11:30 AM local time. Bids for Contract 3
Wastewater Treatment Facility Improvements are due at 12:00 PM local time. At that time the Bids
received will be publicly opened and read.
The Project includes the following Work:
Contract 1:
Approximately 810 feet of sanitary pipe replacement, 2660 feet of cured-in-place sewer
pipe lining, 140 feet of directionally bored sewer main, sanitary manhole replacements,
customer service laterals, and associated sewer system appurtenances.
Approximately 50 feet of ductile iron watermain, 200 feet of directionally bored
watermain, and associated water system appurtenances.
Contract 2:
Exterior and interior cleaning and coating of the elevated water storage tank, concrete
foundation coating, overflow pipe discharge modification, and miscellaneous safety and
access improvements
Contract 3:
Improvements at the wastewater treatment facility include miscellaneous valve, meter,
and pump replacements, generator replacement, exterior surface cleaning and coating,
and mechanical and electrical improvements.
Bids are requested for the following single prime Contracts:

OBTAINING THE BIDDING DOCUMENTS
The Issuing Office for the Bidding Documents is: U.P. Engineers & Architects, Inc., 100 Portage Street,
Houghton, MI 49931, (906) 482-4810, Joshua Harju, P.E., jharju@upea.com
Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday
through Friday between the hours of 9:00 AM - 4:00 PM Eastern time and may obtain copies of the
Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will
not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or
partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the
Issuing Office.
Bidding documents also may be examined at the following Builder Exchanges: Delta County, Iron
Mountain, Hurley, Marquette, Grand Rapids, Traverse City, McGraw -Hill Dodge, and Construction
Association of Michigan; and the office of the City of Stephenson at W628 Samuel Street, Stephenson,
MI 49887, on Mondays through Fridays between the hours of 9:00 AM - 4:00 PM. Builder Exchanges are
authorized to share the contract documents with other exchanges.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of
$100.00 refundable deposit for each set (refundable for the first set only), plus a separate $100.00 non-
refundable handling fee for each set of contract documents. Alternatively, bidding documents are
available as portable document format [PDF] files for a non-refundable charge of $50.00. Make deposit
checks for Bidding Documents payable to U.P. Engineers & Architects, Inc.
A pre-bid conference for the Projects will NOT be held.
Bid security shall be furnished in accordance with the Instructions to Bidders. The Bid Bond or certified
check payable to Owner shall be in an amount no less than 5% of the maximum bid as a guarantee, that
if the Bid is accepted, the Bidder will execute and file the Contract, Performance and Payment Bonds,
and Insurance Certification, as required by the Contract Documents within (10) days after the Notice of
Award.
The Owner reserves the right to waive any informality or to reject any or all bids.
INSTRUCTIONS TO BIDDERS
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
AMERICAN IRON AND STEEL
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural
Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and
subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to
this project. All iron and steel products used in this project must be produced in the United States. The
term “iron and steel products” means the following products made primarily of iron or steel: lined or
unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe
clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

GOVERNMENT FUNDING
Financing for this project is being provided by the United States of America acting through Rural
Development of the U.S. Department of Agriculture. Rural Development will, therefore, require approval
by its representatives of all Contracts, attachments, and similar documents, all partial and final
payments, and all change orders. Davis Bacon wage rates are not required for this project.
