I. Purpose and Overview
A. Purpose
The White County Department of Finance is soliciting bids for flooring upgrades at the
White County Public Library located at 11 N. Church Street in Sparta, Tennessee.
B. Project Description
The information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and
Forms of Performance and Payment Bond, and other contract documents may be
examined at the following:
Upland Design Group, PLLC Crossville, Tennessee
Builders Exchange of TN Knoxville, Tennessee
AGC Chattanooga, Tennessee
Each bid must be accompanied by a bidder's bond executed by the bidder and a surety
company licensed to do business in the State of Tennessee, for the sum of five percent (5%)
of the amount bid. In-lieu-of a bid bond a cashier's check in the amount of 5% of the bid
amount, made payable to the Owner, will be accepted. The successful bidder will be
required to execute a Performance and Payment Bond in the amount of One Hundred
Percent (100%) of the contract price, or other security such as letter of credit as described
in Tennessee Code Annotated 12-4-201. Bonds must be accompanied by Power of
Attorney.
C. Pre-Bid Meeting
A non-mandatory pre-bid Conference will be held on Tuesday, April 28, 2026 beginning
at 3:00 PM Central Time at the site located at 11 N. Church Street, Sparta, TN 38553.

Take notice that the Director of Finance for White County shall accept sealed written bids for
the installation of flooring.
Proposals, bids, or responses must be submitted to the office of the Director of Finance, Room
204, White County Courthouse, Sparta, Tennessee, 38583, no later than 10:00 A.M. central
time, May 13, 2026 at which time the proposals will be opened and considered.
Copies of bid documents may be obtained at whitecountytn.gov/bids
The owner (White County) further reserves the right to reject any and all proposals, to waive
any and all informalities and to negotiate contract terms with the successful bidder, and the
right to disregard all non-conforming, non-responsive, or conditional proposals.
