The Fleet Logistics Center Norfolk, Contracting Department Groton Office, Groton, CT intends to award an annual Firm Fixed-Priced, Sole Source, Purchase Order to Messer, LLC for Delivery of Liquid Bulk Nitrogen (CGA G-10.1 QVL M) and an annual Lease of (1) Customized Cryogenic VS-1500 Vertical Storage Tank with Maintenance Service for a Base Year plus (4) Years and (6) Month Option periods. The required period of performance for a Base Year and (4) Years and (6) Month Options is from 01 April 2025 to 30 September 2030.

This purchase will be procured using Simplified Acquisition Procedures, FAR Part 13 and Other Than Full and Open Competition as authorized under FAR 6.302-1. The anticipated award date is 31 March 2025.
This notice is not a request for proposals or quotations. However, any challenges to this sole source must be received in writing and sent to sharon.dexter@navy.mil to be considered by the Government for the purpose of determining whether or not to compete this requirement. Challenges must include information sufficient to enable the Government to decide that an equivalent supply - service exists that would meet the Governments needs as stated herein. A determination not to compete this procurement based on response to this notice is solely within the discretion of the government.
