Synopsis:
The U.S. Department of Energy, National Nuclear Security Administration (NNSA), Field Services Acquisition Branch has awarded a sole source task order under the authority of FAR 6.302-2 and 41 U.S.C. 3304(a)(2) to Tetra Tech Inc. for providing Technical Support Services for National Environmental Policy Act (NEPA) compliance associated with the Pit Production Program at Los Alamos National Laboratory and Savannah River Site for the Office of the Environment, Safety, and Health. Tetra Tech Inc. is a large business and has previously performed the required services to NNSA.
The urgent and compelling nature of this task order is embedded in NNSA’s obligation to maintain a safe, secure, and reliable nuclear weapons stockpile. The 2022 Nuclear Posture Review identified plutonium pit production as the highest primary priority over the next ten years. To meet the need outlined in Congressional legislation and requirements delineated by the Department of Defense, DOE/NNSA must establish a workforce and infrastructure capable of producing no fewer than 80 pits per year as soon as possible. As a result of recent litigation outcomes from February 14, 2025, DOE/NNSA must prepare a Programmatic Environmental Impact Statement (PEIS) to continue working on modernizing plutonium efforts. Tetra Tech Inc. maintains the key personnel who have the specific historical insight to address the litigation requirements within a short timeframe and these subject matter experts are vital in providing these services immediately in the timeframe identified. Tetra Tech’s active knowledge of the operating environment, along with its Q-cleared personnel are essential to provide seamless performance for completing the PEIS process within a two-year timeframe. Award to any other contractor would cause severe delays and potential pit production disruptions that could cause serious injury to the U.S. Government and national security. The applicable NAICS is 541620 Environmental Consulting Services with a size standard of $19 million.
This Limited Source Justification is being made available to the public in accordance with FAR 6.305(a).
