This Request for Proposal (RFP) announces the intent of the County of Mendocino to solicit proposals from qualified individuals or firms (“Consultants”) to provide State legislative advocacy and consulting services.
The intent of this RFP is to select a qualified firm to provide professional representation for the County on State legislative matters. The selected consultant will advance the County’s legislative interests as outlined in the County’s Legislative Platform, and as directed by the Board of Supervisors, CEO, and County staff. Core responsibilities include monitoring, analyzing, and responding to legislative proposals, as well as advocating effectively on behalf of the County’s priorities.
Vendors must submit four (4) copies of their proposal: three (3) complete paper copies with original Vendor signature, and one (1) complete copy on USB Flash Drive. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 041-25”, and delivered by 2:00 p.m. January 30, 2026 to:

Late or facsimile proposals will not be accepted. It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.
