Columbia County School District, Business Department, 4781 Hereford Farm Road, Evans, GA
30809 no-later-than NEW DUE DATE June 19, 2026 @ 2:00 P.M.
Any bid received later than the specified date and time, whether delivered in person or
mailed, may be disqualified.
The CCSD reserves the right to reject any or all bids and to accept any bid deemed most
advantageous to the Columbia County School District and to waive any informalities in bidding.

I noticed that special education teachers have since been added—should we resubmit our full proposal, or would you
prefer that we submit an addendum to address these additional modalities?
If you have changes to your previous proposal, update the sections that have
changed and submit. If you have no changes to your previous proposal, submit the
original proposal to verify inputs are received and unchanged.
1. Does this bid cancel out the bid that was previously released this year? YES. IF YOU HAVE
NO CHANGES FROM PREVIOUS BID, PLEASE RESUBMIT PREVIOUS BID.
2. Are we allowed to propose positions not specifically listed in the RFP? CCSD HAS A SPECIFIC
LIST OF POSITIONS TO BE FILLED AT THIS TIME.
3. The new job description has several categories (The Teacher of the Deaf and Hard of
Hearing, The Teacher of Students with Emotional and Behavioral Disorders, The Autism
Program Teacher, The CCETS Teacher, The Speech-Language Pathologist). Can we break
those out and provide separate hourly rates? No, they are all considered special education
teachers just with different specialties. Moreover, we pay our special education teachers on
the teachers’ scale and do not differentiate between them.
4. I noted that we would be required to bill Medicaid. Is that correct? While our providers
complete the Medicaid paperwork as required, we, as a company, do not bill Medicaid. Is
that acceptable? This requirement is the vendor’s responsibility.
5. May we email the response, or does it have to be received in hard copy? The Columbia
County School District will accept bids sent by email. Bidders are to consider emailed bids
not received by Hudson.Chandler@CCBOE.net, until responding email accepting receipt.
Email greater than 18 megabytes exceed our size limit and cannot be received. Electronic
Signatures will be accepted on bids.
1. Could you please confirm whether vendors are required to submit resumes for the requested
positions as part of the proposal response? If so, should vendors provide sample resumes or
resumes of actual proposed candidates? CCSD CONFIRMS VENDORS ARE REQUIRED TO
SUBMIT RESUMES.
2. The RFP states that vacancies must be filled within 24–72 hours. Could you please confirm
whether the expectation is for vendors to submit qualified candidates for District review and
approval within that timeframe, prior to credentialing and onboarding? YES. SEE ITEM 1.
3. Could you please provide examples of situations in which the District would require
candidates on such short notice? Additionally, please confirm whether this contract is
intended for per diem/PRN staffing, temporary staffing, or ongoing assignments. SHORT
NOTICE COVERAGE IS A REQUIREMENT.

4. Under the Mandatory Vendor Qualifications, the solicitation requires vendors to
demonstrate K-12 staffing experience and experience serving school districts in Georgia. If
a vendor lacks direct K-12 staffing experience, may the vendor instead demonstrate similar
experience and provide references from other public entities, MSP clients, or commercial
clients? IT IS A MANDATORY VENDOR QUALIFICATION FOR TOP SCORE FOR THAT
REQUIREMENT.
5. If alternative references are acceptable, could you please clarify how the absence of direct K-
12 staffing experience would impact the vendor's responsiveness and/or evaluation
score? CCSD IS K-12. EXPERIENCE OF THIS NATURE IS IMPORTANT FOR K-12.
1. Are the positions in this RFP currently filled by district employees, an incumbent vendor, or
a mix? If current staff will transition to the awarded vendor, can the District share the
approximate headcount available for transition? The positions in this RFP are for positions
the CCSD needs to fill. Current staff are not available for transition to vendors.
2. What is the District's anticipated award date and contract start date so vendors can plan
onboarding accordingly? Anticipated award date is in July, with start date beginning in
August.
3. For the 25% price category, will scoring be based on the lowest bill rate, lowest markup,
or total estimated annual cost across all positions? Total estimated cost per position.
4. For the optional renewal years, will the District allow an annual price adjustment (for
example, tied to CPI), or should pricing be held flat across all five years? Any price increases
will be reviewed for award adjustment in the best interest of the CCSD.
5. Beyond the 72-hour fill requirement, does the District have specific fill rate targets,
performance metrics, or penalties it expects the vendor to meet? The CCSD needs to fill all
the positions.
If the District elects to utilize contracted paraprofessionals, does Columbia County School District
anticipate replacing existing district-employed paraprofessionals, or is the contract intended
primarily to support vacancies, hard-to-fill positions, leaves of absence, and other supplemental

number of vacancies, anticipated openings, or hard-to-fill positions expected to be filled through

what was the average time-to-fill for open paraprofessional positions?
Does the District anticipate utilizing contracted personnel on a short-term, as-needed basis, or as
long-term staffing solutions for the duration of the school year? Answered above.
