*Amendment 0004 is issued effective 19 March 2025*



With the turnover in administration, we have received notice changes in our regulations and procedures may require updates to do with the specifications and solicitation of this IRA funded project. At this time we are pending the final guidelines, anticipated within the next few weeks. In advance of these changes, we are issuing an amendment to the solicitation changing the site visit dates to 14 and 15 May 2025 to provide time for GSA to address and provide our contractors with the updated information prior to making any trip out to the site. If you have already registered, GSA will move all attendees to the new dates and notify you separately of the change. The proposal due date is also adjusted to 17 July 2025 to accomodate the shift in schedule.



The purpose of this amendment is to:



1. Site Visit Dates are moved from 16 and 17 April 2025 to 14 and 15 May 2025.

2. Reservation deadline for site visit is moved from 02 April 2025 to 07 May 2025.

3. Request for Information Due date is changed from 30 April 2025 to 18 June 2025.

4. Receipt of Offers due date is changed from 21 May 2025 to 17 July 2025.

5. All other terms and conditions remain unchanged.

The purpose of this amendment is to:



1. Change the site visit Date is from 27 February 2025 to 16 and 17 April 2025, time: 10:00 AM (CT), on both days. Site visit authorization requests deadline is changed from close of business on 20 February 2025 to 02 April 2025.



* Due to the number of participants, GSA will hold two site visit sessions. Participants will be notified which date they should attend with reservation. Those already registered will be sent a separate email letting them know which date to attend. If you have any issues with the date, please let us know.



2. Receipt of offers date is changed from 27 March 2025 to 2:00PM Mountain Time on 21 May 2025.



3. Request for Information available responses are provided to date (see attached). Contractors may continue to submit any questions for the Government for response. Request for Information/Questions due date is changed from close of business 06 March 2025 to 30 April 2025. The Government anticipated date to provide responses by is changed from 13 March 2025 to 07 May 2025.



4. Factor 1 requirements are changed to include experience in a Joint Venture, Partnership, or Teaming Arrangement. See section II.D. of the attached 47PJ0025R0028 Solicitation (AM0002) for details and supporting documentation required.

*Please note: Funding for this project is still available and we are moving forward as planned. However, given the ambiguities during this time of turnover with the current administration, we may have unprojected changes to the project regarding the Inflation Reduction Act requirements in the scope. We are actively working to clarify any requirement changes to do with this and will notify you at the soonest when we have final word on those. We appreciate your patience as we work through these items.

A site visit is scheduled as on 29 January 2025 starting time: 10:00AM (CT-- Sioux Falls, SD). The meeting location will be in the front of the main entrance of the Sioux Falls Federal Courthouse located at 400 S. Phillips Ave, Sioux Falls, South Dakota 57104-6851.



Pre-registration is required for all attendees to the pre-proposal Site Visit. Please submit site visit authorization requests to the point of contact listed below by no later than close of business on 23 January 2025 for our planning purposes:
