Notice to Bidders
Sealed proposals will be received by the Assistant City Administrator of the City of Blue
Springs at Blue Springs City Hall, 903 W. Main Street, Blue Springs, Missouri, 64015 until
2:00 pm CST, on July 22, 2026, at which time bidding will be closed. In accordance
with the Missouri Sunshine Law, RSMo 610.021., proposals will be opened on said date
and time and only the bidder name and base proposal price will be read aloud. All other
documents will be checked for responsiveness after Bid opening.
The specific locations of the work to be done shall be contained in the special provisions
section of the bid document. The Firm shall provide all services described in this Request
for Proposals.
A non-mandatory Pre-Proposal Meeting will be held on July , 2026 at 1:30PM CST
at City Hall, conference room 210 and then will allow attendees to walk through
the buildings. Attendance at the pre-proposal meeting is recommended but not
required. Addenda will be issued as the City deems necessary.
Pursuant to 610.021 RSMo Item 12, all documents within a request for proposal will
become open record to the public upon a negotiated contract being executed. All
documents within a request for bid become open record as soon as the bid is opened.
Bidders and proposers should be aware that all documents within a submittal will
become open records.
The City reserves the right to reject any or all proposals and to waive informalities or
deficiencies therein to negotiate with any or all bidders or others for more favorable
terms or prices and to award a contract to other than the bidder submitting the lowest

cost bid proposal with or without negotiation and to determine which is the lowest,
best, and most responsive to accept, at its option, any alternates.
In no event shall the City be liable to the Firm for special, indirect, or consequential
damages. The maximum liability of the City shall be limited to the amount of money to
be paid or received by the City under this Contract.
The Firm shall defend, indemnify, and hold the City and its elected or appointed officials,
officers, employees, and agents harmless from and against all actual claims and alleged
claims and all damages, including but not limited to losses, liabilities, costs, expenses
and attorney fees arising out of personal injuries, including illness or death, and damage
to, or destruction of, property, which are caused by the Firm or agents, employees, sub-
contractors or by others for whom Firm is liable arising out of or in any way connected
with or resulting from, performance of, or failure to perform, this contract, regardless of
whether or not caused in part by any act or omission of City, its elected or appointed
officials, officers, employees or agents. Firm affirms that it has had the opportunity to
recover the costs of the liability insurance required in this Contract in its Contract price.
The Firm shall indemnify and hold the City harmless from all wages or overtime
compensation due its employees in rendering services pursuant to this contract,
including payment of reasonable attorneys' fees and costs in the defense of any claim
made under the Fair Labor Standards Act, or any other federal or state law.
The indemnification obligations of Firm hereunder shall not be limited by any limitations
as to the amount or type of damages, compensation, or benefits payable by or for the
Firm, under any federal or state law, to any person asserting the claim against City, its
elected or appointed officials, officers, agents and employees, for which indemnification
is sought.

The indemnification obligations herein shall not negate, abridge, or reduce in any way
any additional indemnification rights of the City, its elected or appointed officials,
officers, agents and employees, which are otherwise available under statute, or in law or
equity.
All the provisions in this RFP, which becomes part of the Agreement, are subject to the
terms of Missouri Sovereign Immunity as set forth in section 537.610.2 and 537.610.5 of
the Missouri Revised Statutes. Further, this Contract is not intended to act as a waiver or
limitation of City, or any of its officer's, agent's or employee's rights and/or defenses
regarding sovereign or any other immunity or defense under Federal Law, Missouri Law
or Municipal Regulation.

Request for Proposals
I. INTRODUCTION
The City of Blue Springs, Missouri (hereafter referred to as "the City") is
seeking proposals from qualified structural engineering firms to perform a
comprehensive structural investigation and assessment of the buildings
located at 1104 W. Main Street through 1110 W. Main Street, Blue Springs,
Missouri 64015.
The purpose of this investigation is to obtain detailed information regarding
the structural systems, concealed building components, material types and
conditions, and overall building integrity to assist the City in evaluating
potential renovation, adaptive reuse, redevelopment, and occupancy options
for the properties.
The selected consultant shall conduct destructive and non-destructive
investigations as necessary to adequately assess concealed structural and
building envelope conditions and provide the City with a written report of all
findings.
PROJECT OBJECTIVES
The objectives of this project include:
1. Identification and evaluation of load-bearing walls and structural
framing systems.
2. Determination of structural layout and load paths throughout
the buildings.

3. Assessment of concealed conditions behind walls and ceilings.
4. Evaluation of construction materials and their current condition.
5. Investigation of building facade conditions concealed by
existing metal siding systems and the implication of removal of
facade.
6. Assessment of exterior brick masonry located behind metal
siding, including condition, structural integrity, and suitability for
restoration or continued use.
7. Provide professional opinion regarding the feasibility of
removing the existing metal siding and restoring the original
masonry facade, including anticipated structural concerns and
recommended further investigation.
8. Identification of structural deficiencies, deterioration, damage,
settlement, movement, or other conditions affecting building
reuse.
9. Documentation of findings necessary to support future
remodeling, rehabilitation, occupancy, and adaptive reuse
planning.
10. Evaluate the feasibility of creating new openings, corridors,
passages, doors, storefront openings, and connections between
interior and exterior spaces, including identification of structural
modifications required to support such improvements.

11. Provide observations and engineering opinions regarding
existing floor load capacities where reasonably determinable
through investigation and available information. Where
complete structural calculations are not feasible due to
concealed conditions or lack of original plans, the consultant
shall provide reasonable engineering opinions and identify
assumptions used in the evaluation.
12. Evaluate the apparent load-carrying capacity of existing
structural systems and identify limitations that may affect future
occupancy loads, assembly uses, restaurant uses, office uses,
retail uses, or mixed-use redevelopment.
Mechanical, plumbing, HVAC, fire protection, and electrical systems are
specifically excluded from the scope of this project unless directly impacting
structural integrity.
II. SCOPE OF WORK
The selected consultant shall provide all labor, equipment, and professional
services necessary to complete the following tasks.
A. Existing Conditions Review
* Review available building records, drawings, permits, and historical
information provided by the City.
* Conduct site visits and visual inspections of both structures.
B. Destructive Investigation

Perform selective destructive investigation sufficient to determine concealed
structural and building envelope conditions, including but not limited to:
* Removal of selected wall finishes.
* Removal of selected ceiling finishes.
* Opening of concealed structural cavities.
* Removal of limited portions of metal siding as necessary.
* Exploration of concealed facade components.
* Investigation of structural connections and framing systems.
* Investigation of floor load capacity
The consultant shall coordinate proposed investigation locations with the City
prior to commencement.
C. Structural Assessment
Evaluate and document:
Structural Systems
* Load-bearing walls.
* Non-load-bearing partitions.
* Roof framing systems.
* Floor framing systems.
* Structural connections.

* Lateral force-resisting systems.
* Foundation types and apparent conditions.
Concealed Conditions
* Material types located behind walls and ceilings.
* Evidence of deterioration, water intrusion, insect damage,
settlement, corrosion, or structural distress.
* Structural modifications or alterations made during previous
renovations.
Building Envelope Assessment
* Existing facade conditions.
* Conditions concealed behind metal siding systems.
* Structural adequacy of facade support systems.
* Moisture-related deterioration affecting structural components.
Brick Masonry Evaluation
* Condition of original brick masonry located behind metal siding.
* Structural stability of brick walls.
* Evidence of cracking, bowing, settlement, displacement, or
deterioration.
* Suitability of masonry for restoration and exposure.
