GENERAL INFORMATION: GREEN Charter Schools in South Carolina is soliciting Proposals from
qualified, interested bidders, for the items listed within this RFP document. GREEN is a tuition-free
charter school serving grades K-12. GREEN has six campuses located across the state of South
Carolina.
GREEN Charter Schools are the only schools in the Southeast specializing in STEM & Energy
Education, teaching students to think critically and problem solve about America's complex
energy and technology challenges.
This document must be signed by an authorized company representative and returned along with
the proposal to indicate acceptance of all terms and conditions of the RFP.

PURPOSE: The purpose of this Request for Proposal (RFP) is to identify a strategic technology
and communications partner capable of delivering a modern, accessible, secure, and
scalable web presence that supports student recruitment, family engagement, staff
recruitment, organizational transparency, and public accountability.
GREEN seeks a partner that understands the unique needs of public charter schools and
can provide long-term support while empowering internal staff to manage content
efficiently and effectively. GREEN seeks vendors with demonstrated experience in K-12
education websites, charter school organizations, public sector websites, multi-campus
organizations, enrollment-focused website design, and accessibility compliance.
The selected vendor will be expected to provide a comprehensive solution that includes
strategy, design, development, content migration, hosting, accessibility compliance,
training, ongoing support, and future enhancements.
BACKGROUND: GREEN's current website has served as a foundational communication
tool; however, the organization seeks a redesigned digital experience that better reflects
its growth, strategic priorities, and commitment to innovation.
The new website should:
* Improve user experience and navigation
* Increase enrollment inquiries and applications
* Strengthen family communication
* Support employee recruitment
* Showcase student achievement and school culture
* Improve accessibility and language access
* Simplify content management
* Enhance search engine visibility
* Meet applicable accessibility and compliance standards
* Create a scalable platform that supports future growth
GREEN desires a website that functions not only as an information repository but as a
strategic communications and enrollment platform.
SCOPE OF WORK: The following are specifications related to this RFP:
Vendor shall create a modern website design that reflects GREEN's mission, values, and
organizational brand. Design Requirements:
o Be fully responsive
o Function across all major browsers
o Prioritize mobile users
o Meet accessibility requirements
o Utilize modern design principles
o Reflect GREEN branding standards
o Be visibly desirable and up to date with comparable designs
GREEN seeks a CMS that allows non-technical users to easily manage content:
o User-friendly editing tools
o Role-based permissions
o Multi-site capabilities
o Document management
o Form creation capabilities
o Version history
o Mobile-responsible design
o Site search
o News center
o Events calendar
o Capabilities to add features, resources, and sections as requested
o Vendor shall migrate existing content and identify outdated content and provide
recommendations regarding archival or removal. All applicable URLs shall be
redirected appropriately to preserve search engine rankings.
o The website must meet or exceed accessibility standards, and the vendor should
describe processes for maintaining compliance following launch.
Vendor shall provide:
o Secure hosting environment
o SSL certificates
o Cloud-based infrastructure
o Daily backups
o Disaster recovery procedures
o Malware monitoring
o Uptime monitoring
o Multi-factor authentication
o Role-based permissions
o Secure file management
o Security patch management
o Penetration testing procedures
Vendor shall provide a comprehensive training for GREEN staff
Vendor shall provide ongoing support services including:
o Help desk services
o Ticketing system
o Emergency support
o Escalation procedures
o Security updates
o Software updates
o Bug fixes
o Performance monitoring
GREEN prefers a vendor capable of providing:
o Website consulting
o Digital communications guidance
o Analytics reporting
o Future enhancement recommendations
PROPOSAL INSTRUCTIONS:
All documents enclosed are to be considered an integral part of this Request for Proposal (RFP).
Each Proposer is expected to carefully review all information contained in the Proposal
Documents. All requirements set forth herein are to be adhered to without exception. Any
deviations must be explained fully and may be cause for rejection.
All Proposals must be prepared as described below to facilitate comparison and evaluation.
Failure to follow the format or to adequately address an area may cause the proposal to be
deemed unresponsive and therefore be excluded from consideration. Any proposed deviation
from the requested scope of services must be noted and fully explained.
In response to this RFP, Bidders shall provide the following:

o An executive summary and a plan to address the items noted above
o Include the proposed agency tools and systems to be utilized
o Examples of an integrated media plan/flowchart
o Provide two case examples of integrated media creative assets
o Examples of capabilities
o Examples of research design capabilities
o Pricing information
o Signed RFP
Proposals must be signed by an authorized representative of the company, who is legally
authorized to enter into a contractual relationship in the name of the company. The submittal of a
quotation by a vendor will be considered by GREEN as constituting an offer by the vendor at the
stated prices.

STATEMENT OF CONDITIONS
Please provide your best recommendations and associated costs for the services to be
provided, as specified in this RFP document. Any deviation from the specifications must be
identified and fully described. Any supplemental services and fees over and above the
activities and prices in this RFP must be scoped separately and approved by GREEN prior to
commencement of work. GREEN reserves the right to accept or reject a quotation on each
item separately, or as a whole, and to waive any irregularities in a quotation. If unable to
participate, please return this form so marked.
PROPOSAL SUBMITTAL: Proposals shall be submitted via email to hthomas@scgreencharter.org.
It is the exclusive responsibility of the proposer to ensure that the emailed documentation
reaches GREEN before the time and date indicated herewith. Proposals received after the
deadline date and hour specified herewith will not be considered.
TRAVEL TIME: Travel time will not be included in any quotation and will considered part of
vendors' initial hour.
VALIDITY PERIOD: Proposals are to be valid for 180 days and the quoted prices shall remain
fixed during this period. The proposal may be extended, upon agreement by the vendor, for
an additional 180-day period, if needed, with the same terms and conditions.
INSURANCE: Please provide insurance limits and types for the Proposer's organization.

EVALUATION PROCEDURES
GREENS's personnel will evaluate the proposals on the basis of qualifications, relevant
experience, responsiveness, specifications, recommendations, and cost of the project. Cost
will be the primary factor in the selection of a firm weighted at 60%. Prior to award of the
contract, the apparent successful firm may be required to enter into discussions with GREEN
to resolve any contractual difference. These discussions are to be finalized and all exceptions
resolved within one week from notification. If no resolution is reached, the proposal may be
rejected, and discussions initiated with the next most responsive proposing firm.

PROPOSAL AWARD
Notification to the successful Proposer will be made immediately after evaluation of all the
Proposals, in the form of written and verbal notification.
The award will be based on:
* Recommendations - 20%
* Scope -20%
* Cost - 60%
The GREEN reserves the right to award in whole or in part, or to reject any or all Proposals.
Award will be made to the most responsive and responsible vendor or by what GREEN reserves
to be most beneficial to the schools' needs and may not be based solely on cost.
I. PROPOSAL PROCEDURE
1. The date and time of Proposal registration is given in the Request for Proposals as is the
date and time of the Proposal opening. Proposals received after the date and time of
Proposal registration will not be considered.
2. All information that is requested by the Request for Proposals, Scope of Work, General
Proposal Conditions, Specifications, and Proposal Forms must be included to constitute a
valid Proposal.
3. In submitting a Proposal, the Proposer acknowledges that they are fully informed as to the
extent and character of the work, the required materials, supplies and equipment and
further represents that they can furnish the materials, supplies and equipment in complete
compliance with the specifications.
4. Any deviations from the specifications must be set forth on the Proposal document.

5. Prices and information required should be type written for legibility. Illegible or vague
proposals may be rejected. The signature of the person submitting the Proposal must be in
longhand.
6. Sales to GREEN are not affected by any fair-trade agreements.
7. GREEN is exempt from Federal, State and excise taxes. The price Proposal shall be net and
not include the amount of any such tax. Tax exemption certificates, if required, will be
provided by GREEN.
8. When Proposals are requested on a lump sum basis, Proposer must enter the price for each
line item requested and also the lump sum.
9. Under penalty of perjury, the Proposer expressly warrants that the pricing and information
submitted herein is not the result of an agreement, expressed or implied, with any other
Proposer or Proposers in an attempt to influence or restrict competition.

Evaluation Instructions:
* Score Range: Each criterion is scored on a scale from 0, 12, or full points awarded. The
evaluator should assign a score based on the proposal's performance in that category.
o 0: Unacceptable or incomplete response to the criteria.
o 12 : Meets the basic requirements but lacks additional supporting details or excellence.
o Full: Exceeds expectations with strong supporting evidence and added value.
* Total Scoring: Each proposal will be evaluated and scored on a maximum of 100 points. The
proposal with the highest score will be considered the most responsive and may be awarded
the contract, but final selection will also consider qualitative factors beyond cost alone.
* Final Decision: The proposal evaluation will also consider the totality of the responses, and the
Owner reserves the right to engage in further discussions if necessary.
