GENERAL INFORMATION: GREEN Charter Schools in South Carolina is soliciting Proposals from
qualified, interested bidders, for the items listed within this RFP document. GREEN is a tuition-free
charter school serving grades K-12. GREEN has six campuses located across the state of South
Carolina.
GREEN Charter Schools are the only schools in the Southeast specializing in STEM & Energy
Education, teaching students to think critically and problem solve about America’s complex
energy and technology challenges.
This document must be signed by an authorized company representative and returned along with
the proposal to indicate acceptance of all terms and conditions of the RFP.

PURPOSE: The purpose of this Request for Proposal (RFP) is to identify a strategic technology
and communications partner capable of delivering a modern, accessible, secure, and
scalable web presence that supports student recruitment, family engagement, staff
recruitment, organizational transparency, and public accountability.
GREEN seeks a partner that understands the unique needs of public charter schools and
can provide long-term support while empowering internal staff to manage content
efficiently and effectively. GREEN seeks vendors with demonstrated experience in K-12
education websites, charter school organizations, public sector websites, multi-campus
organizations, enrollment-focused website design, and accessibility compliance.
The selected vendor will be expected to provide a comprehensive solution that includes
strategy, design, development, content migration, hosting, accessibility compliance,
training, ongoing support, and future enhancements.
BACKGROUND: GREEN's current website has served as a foundational communication
tool; however, the organization seeks a redesigned digital experience that better reflects
its growth, strategic priorities, and commitment to innovation.
The new website should:
Improve user experience and navigation
Increase enrollment inquiries and applications
Strengthen family communication
Support employee recruitment
Showcase student achievement and school culture
Improve accessibility and language access
Simplify content management
Enhance search engine visibility
Meet applicable accessibility and compliance standards
Create a scalable platform that supports future growth
GREEN desires a website that functions not only as an information repository but as a
strategic communications and enrollment platform.
SCOPE OF WORK: The following are specifications related to this RFP:
Vendor shall create a modern website design that reflects GREEN’s mission, values, and
organizational brand. Design Requirements:
o Be fully responsive
o Function across all major browsers
o Prioritize mobile users
o Meet accessibility requirements
o Utilize modern design principles
o Reflect GREEN branding standards
o Be visibly desirable and up to date with comparable designs
GREEN seeks a CMS that allows non-technical users to easily manage content:
o User-friendly editing tools
o Role-based permissions
o Multi-site capabilities
o Document management
o Form creation capabilities
o Version history
o Mobile-responsible design
o Site search
o News center
o Events calendar
o Capabilities to add features, resources, and sections as requested
o Vendor shall migrate existing content and identify outdated content and provide
recommendations regarding archival or removal. All applicable URLs shall be
redirected appropriately to preserve search engine rankings.
o The website must meet or exceed accessibility standards, and the vendor should
describe processes for maintaining compliance following launch.
Vendor shall provide:
o Secure hosting environment
o SSL certificates
o Cloud-based infrastructure
o Daily backups
o Disaster recovery procedures
o Malware monitoring
o Uptime monitoring
o Multi-factor authentication
o Role-based permissions
o Secure file management
o Security patch management
o Penetration testing procedures
Vendor shall provide a comprehensive training for GREEN staff
Vendor shall provide ongoing support services including:
o Help desk services
o Ticketing system
o Emergency support
o Escalation procedures
o Security updates
o Software updates
o Bug fixes
o Performance monitoring
GREEN prefers a vendor capable of providing:
o Website consulting
o Digital communications guidance
o Analytics reporting
o Future enhancement recommendations
PROPOSAL INSTRUCTIONS:
All documents enclosed are to be considered an integral part of this Request for Proposal (RFP).
Each Proposer is expected to carefully review all information contained in the Proposal
Documents. All requirements set forth herein are to be adhered to without exception. Any
deviations must be explained fully and may be cause for rejection.
All Proposals must be prepared as described below to facilitate comparison and evaluation.
Failure to follow the format or to adequately address an area may cause the proposal to be
deemed unresponsive and therefore be excluded from consideration. Any proposed deviation
from the requested scope of services must be noted and fully explained.
In response to this RFP, Bidders shall provide the following:
Proposal to include:
o An executive summary and a plan to address the items noted above
o Include the proposed agency tools and systems to be utilized
o Examples of an integrated media plan/flowchart
o Provide two case examples of integrated media creative assets
o Examples of capabilities
o Examples of research design capabilities
o Pricing information
o Signed RFP
Proposals must be signed by an authorized representative of the company, who is legally
authorized to enter into a contractual relationship in the name of the company. The submittal of a
quotation by a vendor will be considered by GREEN as constituting an offer by the vendor at the
stated prices.
