Gwinnett County is soliciting competitive informal written Quotes from qualified vendors for the Purchase
of Commemorative America 250th Law Enforcement Badges for the Gwinnett County Sheriff’s Office.
Quotes should be typed or submitted in ink and returned to the Attention of Chelsey Ward, Purchasing
Associate III. Quotes should be received by 3:00 P.M. July 20, 2026 via email at
Chelsey.Ward@GwinnettCounty.com, by fax (770-822-8735), or sent to the Gwinnett County Financial
Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046.

Quotes are legal and binding upon the bidder when submitted.

Award will be made to the vendor submitting the lowest responsive and responsible Quote. Gwinnett County
reserves the right to reject any or all Quotes, to waive technicalities, and to make an award deemed in its
best interest. Quotes may be split or awarded in entirety. Gwinnett County reserves the option to negotiate
terms, conditions, and pricing with the lowest responsive, responsible bidder(s) at its discretion.

I. SCOPE OF WORK
The vendor shall provide a custom commemorative law enforcement badge constructed of
multi-level die-struck metal with a polished gold finish and hard enamel color fill. The badge
shall be suitable for presentation and display while maintaining the appearance and quality of a
traditional law enforcement badge.
II. GENERAL REQUIREMENTS
Each badge shall have the following requirements:
1. Overall badge dimensions shall be 2.75 inches wide by 2.75 inches high.
2. Multi-level die-struck construction.
3. Heavy-duty commemorative quality.
4. Polished gold finish.
5. Hard enamel color fill.
6. High-relief raised lettering and design elements.
7. Protective clear finish to resist scratching and tarnishing.
8. Individually manufactured with personalized rank and badge number.
9. Suitable for long-term presentation, display, and commemorative purposes.
Vendors shall submit an electronic proof with quote submittal. Failure to provide could result in rejection
of quote. The awarded vendor shall provide a production sample for approval prior to beginning full
production. No production shall commence until written approval is received from the Gwinnett County
Sheriff's Office.
III. CONSTRUCTION REQUIREMENTS
Pictures of the current badge are provided for design reference (see below).
The badge shall incorporate the following design characteristics:
1. Seven-point sheriff's star design.
2. Polished gold finish with black hard enamel background on the star.
3. Raised decorative scrollwork and filigree incorporated within each point of the star.
4. Full-color United States flag displayed behind the sheriff's star.
5. Circular outer ring surrounding the badge.
6. Outer ring shall feature a black enamel background with raised polished gold lettering.
7. Raised polished gold five-point stars centered on both the left and right sides of the outer ring.
8. Upper outer ring shall read: "COMMEMORATING AMERICA'S 250TH ANNIVERSARY."
9. Lower outer ring shall read: "GWINNETT COUNTY SHERIFF'S OFFICE."
10. Center medallion shall feature the official State of Georgia Seal in full color.
11. The State of Georgia Seal shall be surrounded by a raised polished gold decorative border
with a blue enamel ring displaying the words "STATE OF GEORGIA."
12. The badge shall incorporate raised polished gold accents throughout the design with
recessed black, blue, red, and white hard enamel color fill.
IV. PERSONALIZATION
Each badge shall be individually personalized as follows:
1. A raised polished gold banner positioned across the upper portion of the badge shall
display the assigned employee rank. The rank shall be customized for each badge based
on information provided by the Sheriff's Office.
2. A raised polished gold panel located at the bottom point of the badge shall display the
assigned badge number. The badge number shall be customized for each badge based on
information provided by the Sheriff's Office.
The vendor shall produce each badge using the personalized rank and badge number list supplied by the
Sheriff's Office prior to manufacturing.
