Introduction
Nassau Health Care Corporation (“NHCC”), also known as the NuHealth System, is a New York
State public benefit corporation created by the New York State Public Authorities Law. NHCC
operates Nassau University Medical Center, a 530-bed tertiary care teaching hospital (“NUMC”)
and the A. Holly Patterson Extended Care Facility (“AHP”), a 589-bed skilled nursing facility.
Additionally, NHCC co-operates various Community Health Practices in partnership with Long
Island FQHC, Inc., a non-profit, consumer-driven organization created to help address the health
needs of the region’s most vulnerable populations. NHCC maintains a strong commitment to the
education of healthcare providers. NUMC has been the primary source of medical care for millions
of Nassau County residents since 1935. With its 19-story main tower, NUMC is Nassau County's
tallest building and a familiar Long Island landmark. As the region's premier Level I trauma center,
NUMC treats many of the County's most critically injured patients and has long carried the
responsibility of being the region’s “safety net” hospital. Additionally, NUMC maintains a strong
commitment to medical education. NHCC is academically affiliated with the New York College of
Osteopathic Medicine, the New York College of Podiatric Medicine, the American University of
the Caribbean School of Medicine and Hofstra University School of Medicine. AHP is recognized
nationally as a model for skilled nursing facilities. AHP offers innovative care in an environment
that treats the 'whole' person. The skilled and caring medical staff responds to the physical, social
and emotional needs of each resident. NHCC’s Community Health Practices are bringing a new
kind of care to the communities that need it most. It is the goal of NHCC to see that every Long
Islander has a “medical home” - a place where people you know provide the kind of primary and
preventative care that safeguards the health of you and your family.
Proposal Requirements
Proposals must comply with all instructions outlined in this RFP. Submissions that are incomplete
or fail to meet the specified requirements may be rejected without review.
Any contract awarded as a result of this RFP will supersede all prior contracts, bids, or agreements
related to Insurance Broker and Captive Manager at NHCC.

I. GENERAL INFORMATION
A. Background
Nassau Health Care Corporation (“NHCC”), also known as the NuHealth System, is a New York State
public benefit corporation established under the Public Authorities Law. NHCC operates:
Nassau University Medical Center (NUMC): A 530-bed tertiary care teaching hospital.
A. Holly Patterson Extended Care Facility (AHP): A 589-bed skilled nursing facility.
Nassau County Correctional Center (NCCC): The primary jail facility for Nassau County, New
York.
Community Health Practices (CHP): Operated in partnership with Long Island FQHC, Inc., a non-
profit, consumer-driven organization serving the region’s most vulnerable populations.
NHCC is committed to delivering high-quality care, advancing medical education, and serving as the safety-
net health system for Nassau County residents.
Nassau University Medical Center (NUMC): Founded in 1935, NUMC is the County’s primary source of
advanced medical care. Its 19-story tower houses the region’s premier Level I Trauma Center and serves as a
hub for medical education through affiliations with the New York Institute of Technology College of
Osteopathic Medicine, the New York College of Podiatric Medicine, the American University of the
Caribbean School of Medicine, and the Donald and Barbara Zucker School of Medicine at
Hofstra/Northwell.
A. Holly Patterson Extended Care Facility (AHP): Nationally recognized as a model for skilled nursing
services, AHP provides innovative, patient-centered care that addresses residents’ physical, emotional, and
social needs in a supportive, healing environment.
Nassau County Correctional Center (NCCC): Medical services for the primary jail facility for Nassau
County, New York, housing both pre-trial detainees and sentenced individuals.
Community Health Practices: NHCC’s community-based centers deliver comprehensive, accessible, and
preventive care to underserved communities across Long Island, ensuring every resident has access to a
trusted “medical home.”
II. SERVICES SPECIFICATIONS
A) Purpose and Overview
Nassau Health Care Corporation (NHCC) is soliciting proposals from qualified firms to provide
comprehensive insurance brokerage, risk management consulting, and captive management
services. The selected firm will act as the strategic partner for managing NHCC’s portfolio of
insurance lines and will provide oversight and management of its captive insurance operations.
B) Scope of Services – Brokerage & Risk Management
The selected Contractor will be expected to serve as NHCC's primary insurance representative in
the marketplace. Core expectations include:

Strategic Advisory: Assessment of NHCC’s risk profile, development of customized
insurance specifications, and strategic guidance on market trends.
Placement & Marketing: Comprehensive market solicitation, negotiation of policy terms,
conditions, and pricing, and the securing of optimal coverage across all required lines of
healthcare and corporate insurance.
Account Servicing: Ongoing policy administration, prompt issuance of certificates of
insurance, management of endorsements, and proactive monitoring of carrier financial
stability.
Claims Advocacy: Robust support in claims reporting, coverage analysis, settlement
strategy development, and active participation in negotiations with carriers to maximize
recoveries.
C) Captive Management & Malpractice Reserve Actuarial Services
A vital component of this engagement is the management of NHCC's captive insurance program,
specifically concerning medical malpractice liability.
Actuarial Evaluation Requirement: Respondents must explicitly document in their proposal
their specific approach and methodology for conducting the annual evaluation of NHCC’s
malpractice reserves.
Internal vs. Outsourced Execution: The proposal must detail precisely how these actuarial
services will be staffed and executed. Respondents must explicitly state whether the annual
evaluation will be performed internally (e.g., through an in-house actuarial division,
subsidiary, or affiliate) or if it will be outsourced to an independent third-party actuarial
firm. If outsourced, the respondent must identify the proposed partner organization and
outline how the integration of services will be managed.
D) Vendor Qualifications
To be considered for this engagement, respondents must demonstrate specialized expertise to
manage the complex risk profile of a New York state healthcare public benefit corporation.
Proposals must explicitly address and document the following required qualifications:
Healthcare and Public Entity Expertise:
(i) Specialized Placement Experience: A proven history of successfully marketing and
placing complex risks specific to large medical centers. Vendor should have the ability
to place the following lines of insurance: Aviation, Automobile Liability, Excess General
Liability, Excess Medical Malpractice, Umbrella/Excess Liability, Environmental,
Crime, Cyber Liability, Special Crime, Directors & Officers Liability, Employment
Practices Liability, Employed Lawyers, Property
(ii) Safety-Net & Public Sector Familiarity: Demonstrated understanding of the unique
financial dynamics, statutory procurement regulations, and operational realities of public
benefit corporations and safety-net health systems.
Captive Management Capabilities

(i) Domicile Proficiency: Active, documented experience navigating the specific regulatory
frameworks, compliance filings, capitalization requirements, and reporting standards of
relevant captive domiciles (both offshore and onshore).
(ii) Operational Controls: Proof of stringent internal auditing and financial controls to
ensure the secure and compliant handling of captive funds, premiums, and reserves.
Integrated Actuarial and Claims Advocacy
(i) Whether utilizing an internal division or an integrated third-party partner, the actuaries
responsible for evaluating hospital loss development and medical malpractice reserves
must be fully credentialed with specialized, demonstrable experience in medical
professional liability.
Data Security and HIPAA Compliance
(i) IT Security Protocols: A detailed overview of the firm’s data security infrastructure,
encryption standards, and threat-monitoring protocols.
(ii) A statement confirming the firm’s comprehensive compliance with the Health Insurance
Portability and Accountability Act (HIPAA).
(iii) (iii) Security Certification: Evidence of a current SOC 2 Type II report (or equivalent
third-party audited security certification, such as HITRUST r2 or ISO 27001) is required
as a condition of responsiveness. Proposals lacking this documentation may be subject
to a cure notice or disqualification.
(iv) (iv) Data Residency: Confirmation that all NHCC Protected Health Information (PHI)
and captive financial data will be stored and processed exclusively within the United
States. Any offshore data access or processing must be disclosed in the proposal and is
subject to prior written NHCC approval and explicit Business Associate Agreement
(BAA) coverage of any offshore subprocessors.
E) Transition and Implementation Plan
NHCC recognizes that transitioning brokers and captive managers is a complex administrative
undertaking. To ensure business continuity, respondents must provide a comprehensive sixty to
ninety day Transition Plan. This plan must explicitly document how the firm will assume all
responsibilities from the incumbent without any lapse in service, coverage, or regulatory
compliance.
The transfer and auditing of all current and historical insurance policies, endorsements, and
certificates of insurance.
The assumption of ongoing policy administration and day-to-day account servicing.
The migration and intake of all open claims data, including the assumption of ongoing
claims advocacy and litigation management duties.
The seamless transfer of all captive management operations, including historical financial
data, regulatory filings, and the coordination of any impending captive board meetings or
statutory deadlines.
The introduction and onboarding of NHCC stakeholders to the new account team and any
proprietary online client portals or risk management systems. All vendor portals or
platforms accessed by NHCC staff must: (a) enforce multi-factor authentication (MFA); (b)
implement role-based access controls limiting access to authorized personnel only; (c)

maintain audit logs of all data access; and (d) prohibit storage of NHCC PHI without
explicit BAA coverage.
SCHEDULE B
I. PROPOSAL PROCESS AND REQUIREMENTS
Proposal Submission
NHCC invites qualified Proposers to submit proposals for the services described in this RFP. Proposals must
conform to the requirements set forth herein; non-conforming proposals may be disqualified.
The RFP is available through the designated NHCC contact office and may also be downloaded via the
“Doing Business with NuHealth” link at www.numc.edu.

Note:
Electronic copies of the proposal must be received by NHCC no later than 4:00 p.m. on the specified
due date.
Incomplete submissions may result in disqualification.
The selected Proposer will enter into negotiations with NHCC regarding contract terms. If agreement cannot
be reached within a reasonable time, NHCC may reject that Proposer and begin negotiations with others.
Proposals should be clear, concise, and responsive to the RFP.
I. Contents of Proposals
A. Name of the Proposer.
B. Contact person for the Proposer, including name, address, phone and fax
numbers, e-mail address and other contact information.
C. Background information regarding the Proposer, including:
1. Brief history of the Proposer’s firm and a description of all services it
provides.
2. A summary description of its organizational structure (e.g., corporation,
partnership, LLC, etc.), its history (including information on the date of
its formation and the State of its formation), its management and
ownership structure (including the name and address of its officers, and
of each person, directly or indirectly holding a five (5%) percent or
greater ownership interest in the Proposer).
3. Proposer shall provide documentation satisfactory to NHCC
demonstrating that Proposer is licensed and authorized to do business in
