SECTION I. INTRODUCTION AND BACKGROUND INFORMATION
The City of St. Louis Treasurer’s Office (“Office”) seeks to contract with a manufacturer
or authorized dealer of parking garage revenue control equipment (“Proposer”). The Proposer
will provide and install new revenue control equipment to replace the existing equipment and
provide on-going maintenance of such garage revenue control equipment. Current “Parking
Facilities” maintain approximately 4,819 parking spaces total used for monthly, residential, and
special event parking. The Parking Facilities have varying numbers of entrance and exit lanes,
outlined in Exhibit 1; and the Facilities operate at the following locations:
Cupples Station Parking Garage located at 421 S. 10th Street
o 838 Spaces
Kiel Center Garage located at 1515 Clark Avenue
o 1250 Spaces
Justice Center Garage located at 1115 Clark Avenue
o 515 Spaces
Argyle Garage located at 225 N. Euclid Avenue
o 454 Spaces
7th and Pine Garage located at 707 Pine Street
o 755 Spaces
9 North Garage located at 9 North Euclid Avenue
o 180 Spaces
Abrams Garage located at 1520 Market Street
o 110 Spaces
City Hall Parking Lot located at 1201 Clark Avenue
o 432 Spaces
Williams Parking Lot located at 319 S. 16th Street
o 252 Spaces
Total = 4,819
With this solicitation, the Office intends to award one contract and does not anticipate awards to
multiple companies. Regardless, the Office reserves the right to make multiple, partial, or no
awards.

2. General Instructions and Conditions
The responses to the RFP shall be limited to 40 pages (20 pages if both sides of the page are
utilized) typed in 12-point Times New Roman Font, double spaced. Pictures and photo examples
of equipment shall not count towards the page limit. Responses should include the following
information:
To allow for easier comparison of proposals during evaluation, the proposal format and
submittals must be as follows:
A. Cover Sheet: Refer to Appendix A
B. Service Narrative: Description of services and plan for supporting the needs of the City of
St. Louis Treasurer’s Office.
a. Narratives should address their ability to provide services for Municipal
Government(s).
b. Exemplary responses will include suggestions for improvements or address the
value-added services (See “evaluation criteria”)
C. Experience, Capacity, and Qualifications: Describe background and experience
demonstrating ability to provide required services.
a. Key Staff & Personnel or Organization Chart
b. Examples of Related Services or Case Studies
D. Scope of Services: As outlined in Section 2 (Specific Tasks and Proposal Requirements)
E. Compliance Information: As outlined in Section 2.3
F. Projected Integration Timeline: Provide an anticipated timeframe for equipment
installation and integration
a. List installation schedule; development, testing, roll-out, marketing, and training
schedules
G. References: List at least three references within the last five years from contracts similar
in size and scope.
H. Cost Proposal: Exhibit 2- Indicate proposed cost broken down to show price points for
various software and equipment options, if applicable.
a. If your proposal includes subcontracting, please list the sub-contracted amount
and the services included within the subcontract.
I. Company Financial Information: documents do not contribute to page count and should
be attached at the end of the proposal.
a. Three years of consolidated income financial statements (balance sheet, statement
of changes in financial position, income statement, cashflow statement)
b. At least two financial references
c. Last auditor statement
d. Latest SOC 1 and/or SOC 2 report or a SAS #70 report
e. Any pending lawsuits or litigation as related
f. MBE/WBE utilization
J. Required Documentation: Required to contract with the City of St. Louis.
a. Insurance - Indicate proposed insurance coverage for the project. Must add the
City of St. Louis, Treasurer’s Office as additional insured on current policy.
b. W-9 Form
c. Tax clearance: E-9 Form
d. Business License – City of St. Louis
Note: Tax clearance and City of St. Louis Business License are required to do business
with the City of St. Louis. You will need these to submit a proposal for this RFP. They
will be required for contracting.
3. Proposal Due Date and Location
RFP submittals are due no later than 3:00 pm CST on September 25, 2026, at the following
location:

Late proposals will not be accepted. Proposers must supply three (3) hard copies of the proposal
and one (1) electronic copy as a PDF sent via email to Lenny Freeman,
freemanl@stltreasurer.org.
Any Contractor awarded this contract acknowledges that the City is a “public governmental
body” under and subject to the State of Missouri’s Sunshine Law (the “Act”), Revised Statute of
Missouri § 610.010 et seq. The City will not give prior notice of receipt of a request under the
Act for any record that has been provided to it by Contractor, nor of any record disclosed
pursuant to the Act. Nothing in any awarded contract shall supersede, modify, or diminish in
any respect whatsoever any of the City’s rights, obligations, and exceptions under the Act, nor
will the City be held liable for any disclosure of records, including information that City
determines in its sole discretion is a public record subject to disclosure under the Act.
Public access to Proposals shall be governed by the relevant provisions of the Freedom of
Information Act, State of Missouri Sunshine Law (RsMO 610.021), and regulations adopted
pursuant thereto.

All questions are due no later than September 7, 2026. Questions will be compiled and answered
in writing on September 18, 2026, and will be sent to all Proposers and will be posted on our
website at www. stltreasurer.org. The department contact person is the only individual who can
be contacted about the project by Proposers before proposals are submitted. The department
contact cannot vary the terms of the RFP.
SECTION II. SCOPE OF SERVICES
1. Equipment System
The successful Proposer will at a minimum, upgrade revenue control equipment (“Equipment”)
for all Parking Facilities. The successful Proposer will also be responsible for dismantling,
removing and disposing of all existing equipment that is being replaced as well as installation
(including labor and materials), and any minor modification or upgrades to the infrastructure of
the garage to provide for the proper use and function of the equipment in the garage.
The Office requires the equipment proposed to include, at a minimum, upgrade of all equipment
listed on the attached Exhibit 1. The Proposer must specify in its proposal all equipment that will
be used, including product specifications and photos. Operations manuals and training are to be
included at no additional costs. In addition, the Proposer may propose multiple options for any of
the required items; however, the Proposer must describe any difference in the specifications and
pricing for the alternatives such as leasing options.
In addition to the required components and capabilities listed on the attached exhibit, the
Proposer may also include proposals with additional equipment and services.
