Overview
Background
The Educational Management Information System (EMIS) is Ohio’s statewide platform for
collecting data on primary and secondary education, encompassing demographic details,
attendance records, course information, financial data, and student assessment results.
This data is used for many purposes prescribed in the Ohio Revised Code, notably to allocate
over $8 billion in School Foundation funding to Ohio schools and districts.
Ohio Revised Code § 3301.0714 requires the Department of Education and Workforce
(“DEW”) to establish and maintain EMIS system guidelines.
JUSTIFICATION
Given the critical importance of these processes to school operations, EMIS and the
Foundation Payment process have been classified as service organization. As such, they
should be subject to a System and Organization Controls (SOC) 1 Type 2 audit to provide
assurance regarding the integrity and accuracy of data processing and funding activities.
OBJECTIVE
To perform a SOC-1 Type 2 audit of the EMIS system (one annually), to evaluate the
effectiveness of the internal controls over data processed in EMIS and the accuracy of School
Foundation funding payments made to each school.

D. Cost proposals must be submitted as a separate document in the financial envelope
only, inclusion of the cost in the technical proposal may lead to disqualification

Agreements Disclosure” forms in the final submission (whether technical
questionnaire, technical proposal, or both).

Special Provisions
Subcontractors. If an Offeror chooses to incorporate subcontracting to supplement
completion of the scope of work, an agreement between the offeror and subcontractor must
be included in the offeror’s submission or prior to contract award.
Accessibility Requirements. Any content (e.g., PowerPoint slide decks, training modules,
guidance documents, etc.) developed (or existing content updated) by the selected Offeror
pertaining to the scope of work must be done so to ensure compliance with Section 508 of the
Rehabilitation Act, 29 USC 794(d).
Travel. Any items within the scope of work that may require travel must have this expense
incorporated into the associated deliverable and will not be reimbursed.
Agency Special Conditions. The Department reserves the right to add additional terms to the
contract after award, if the Department determines doing so is for the purpose of meeting
obligations under state or federal law.

include auditing or accounting services must receive a waiver from the Auditor of State.
