Notice of Proposed Sole Source Purchase
267-008
Mississippi State University anticipates purchasing the item(s) listed below as a
sole source purchase. Anyone objecting to this purchase shall follow the
procedures outlined below.
1. Commodity or commodities to be purchased (make, model, description):
Catapult Pro Video for Basketball – video capture, editing, analysis, and performance review
platform for basketball programs. Includes Basketball Pro Video Package (Core Plus), Focus
Seats, Synergy Integration, JustPlay Integration, HUB Storage, and related platform
components.
2. Explanation of the need to be fulfilled by this item(s), how is it unique from all other
options, and why it is the only one that can meet the specific needs of the department:
Mississippi State University Women's Basketball requires a video analysis platform that
combines a cross-platform (Windows and macOS), database-backed, real-time architecture
with live data-to-tag ingestion, synchronized wearable and third-party performance data,
open API access, integrated broadcast-quality annotation, and cloud-based content sharing.
Comparable products do not provide this combination of capabilities within a single
integrated platform.
3. Name of company/individual selling the item and why that source is the only possible
source that can provide the required item(s):
Catapult Sports Inc. is the sole source provider of Catapult Pro Video for Basketball. The
software, architecture, integrations, cloud database, athlete-monitoring synchronization,
open API framework, and support services are proprietary to Catapult and unavailable from
another vendor as an integrated solution.
4. Estimated cost of item(s) and an explanation why the amount to be expended is considered
reasonable:
Total contract value: $45,000 for a 36-month term from July 1, 2026 through June 30, 2029.
Payment schedule: $15,000 due annually on July 1, 2026, July 1, 2027, and July 1, 2028. The
pricing is reasonable because it includes the full Pro Video platform, integrations, storage,
user seats, support, and advanced analytics capabilities in a single solution.
5. Explanation of the efforts taken by the department to determine this is the only source and
the efforts used to obtain the best possible price:
The department reviewed comparable solutions, including Hudl SportsCode, Fulcrum Angles,
and MyVideoAnalyser. While these products offer video tagging and editing functions, none
provides the same combined set of cross-platform deployment, database-backed
architecture, real-time data processing, live data ingestion, wearable-data synchronization,
open API access, integrated annotation tools, cloud-sharing capabilities, and global support.
Based on this evaluation, Catapult was determined to be the only source capable of meeting
all requirements and no other companies were contacted.
Any person or entity that objects and proposes that the commodity listed is not sole source and
can be provided by another person or entity shall submit a written notice to:

The notice shall contain a detailed explanation of why the commodity is not a sole source
procurement. Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, MSU determines that the commodity
in the proposed sole source request can be provided by another person or entity, then MSU will
withdraw the sole source request publication from the procurement portal website and submit
the procurement of the commodity to an advertised competitive bid or selection process.
If MSU determines after review that there is only one (1) source for the required commodity,
then MSU will appeal to the Public Procurement Review Board. MSU will have the burden of
proving that the commodity is only provided by one (1) source.
