Procurement Overview and Goals.

Background:
During the 2023 legislative session, the Minnesota Legislature directed the Minnesota Department of Health (MDH) to contract with an independent entity to conduct a cost-benefit and health care access analysis of a universal health care finance system (i.e., the Minnesota Health Plan (Senate File No. 2740/House File No. 2798)) in comparison to the current health care finance system (Laws of Minnesota 2023, Chapter 70, Article 16, Section 19). This analysis is one among several studies initiated by the Minnesota Legislature, in which it is pursuing greater health care transparency (e.g., related to the federal 340B program) and a better understanding of various aspects of health care delivery and financing in the state (e.g., health system facility and infrastructure needs, administrative health care spending and low value care, rural hospital financing and sustainability, and future health care workforce needs).

Pertaining to the analysis of the costs and benefits of a universal health care finance system, the Health Economics Program (HEP), an office in the MDH Division of Health Policy, is directing procurement for and oversight over all aspects of the analysis. Procurement Goals:
This solicitation is for a research or data analytics vendor team to conduct modeling analyses to estimate the impact of the Minnesota Health Plan (MHP), (Senate File No. 2740/ House File No. 2798), on health insurance coverage, utilization, cost, and system capacity, with detailed estimates of impacts on individuals, employers, and federal, state, and local government. This work will result in a final report which will be submitted to the Minnesota Legislature by January 2026.

Responder may subcontract for some of the required tasks and deliverables. Potential responders must clearly indicate which vendor team or personnel will be responsible for each of the tasks outlined in the proposal.
