DESCRIPTION:



The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Three Rivers, is conducting market research in accordance with RFO Part 10 for an anticipated requirement for cooling-tower and closed-loop water-treatment services.



This notice is issued solely for market research and acquisition-planning purposes. It is not a solicitation, request for quotation, or request for proposal. The Government will not award a contract based on this notice and will not reimburse respondents for costs associated with preparing a response. A response to this notice is not required to participate in any future solicitation.

PRELIMINARY REQUIREMENT:



The anticipated requirement includes comprehensive water-treatment services for the institution’s cooling-tower condenser and closed-loop water systems.



The preliminary scope includes:




  • Chemical treatment of Evapco cooling-tower condenser systems supporting approximately 1,905 tons of air-conditioning capacity.

  • Treatment intended to control scale, corrosion, fouling, and biological growth.

  • Twice-monthly servicing of the cooling-tower treatment program.

  • Monthly servicing of chilled-water, hot-water, and combined chilled/hot-water closed-loop systems.

  • Testing of closed-loop systems for proper inhibitor levels.

  • Filter changes and addition of chemical inhibitors as required.

  • Furnishing all required treatment chemicals, chemical feeders, filters, equipment, testing materials, and related supplies.

  • Sampling and laboratory analysis.

  • Annual inspections and specified chemical cleanings.

  • Written service reports, test results, chemical-use information, trend analysis, and corrective recommendations.

  • Routine service-call response within 24 hours of notification.

  • On-site response within eight hours for a critical life-safety emergency.



The Government anticipates a firm-fixed-price service contract consisting of a base year and four one-year option periods. The final contract structure, service frequencies, response times, pricing units, and performance requirements will be developed after consideration of industry feedback.



The work will be performed at a secure Federal correctional institution. Prior correctional-facility experience is not required. Contractor personnel requiring institutional access will be subject to applicable security, screening, escort, and access procedures.



INFORMATION REQUESTED:



Interested businesses should complete the attached Market Research Questionnaire and provide the following information:




  1. Legal business name, address, point of contact, telephone number, and email address.

  2. Unique Entity Identifier and CAGE Code.

  3. Current SAM.gov registration status and expiration date.

  4. Business size and applicable socioeconomic categories under NAICS 325998.

  5. Whether the firm can perform the complete requirement as the prime contractor.

  6. Any anticipated subcontracting or teaming arrangement, including the work each party would perform.

  7. Geographic service location and routine service radius for supporting FCI Three Rivers.

  8. Relevant experience providing similar cooling-tower and closed-loop water-treatment services.

  9. Technical qualifications, licenses, certifications, and laboratory accreditations.

  10. Ability to furnish the required chemicals, filters, chemical feeders, equipment, sampling, testing, and reporting.

  11. Ability to meet the proposed 24-hour routine service-call response and eight-hour critical-emergency response.

  12. Customary commercial pricing units and contract practices for these services. Do not submit a price quote.

  13. Identification of any Government contract vehicle covering these services, including GSA Multiple Award Schedule SIN 325998W, if applicable.

  14. Questions, concerns, or recommended revisions concerning the attached draft Statement of Work.

  15. Recommendations concerning measurable treatment outcomes, target ranges, sampling points, testing methods, reporting metrics, service frequencies, and customary emergency-response standards.



RESPONSE FORMAT:



Respondents should submit the completed Market Research Questionnaire. Firms may also submit a capability statement not exceeding three additional pages. Copies of licenses, certifications, and laboratory accreditations will not count toward the three-page limitation.



Clearly identify and mark any proprietary or confidential information. Do not submit a quotation, proposal, or detailed pricing.

INDUSTRY ENGAGEMENT:



The Government may conduct a voluntary site visit or one-on-one industry discussions to obtain additional information and refine the requirement. Participation in any industry engagement will be voluntary and will not affect eligibility to compete for a future contract.

The Government will use the information received to evaluate industry capability, small-business participation, potential contract vehicles, customary commercial practices, and the appropriate acquisition strategy.
