The City of Bellflower ("City") invites sealed proposals for: Citywide Surveillance
Camera System

4. Award of a purchase contract will be made by the City Council based upon the
criteria set forth in this RFP and will be made based upon the best qualified
proposer rather than lowest price.
5. Submitted proposals are public records and may be subject to public inspection.

PROPOSAL INSTRUCTIONS
1. Submitting Proposals. (a) Proposals must include this form, in its entirety, in a
sealed envelope with the wording "Request for Proposals No. PS-2026-01 for
Citywide Surveillance Camera System - Do Not Open With Regular Mail," and
closing date marked on the outside; (b) include three hard copies and one digital
copy (usb) of your proposal; and (c) proposal/corrections received after the closing
time will not be opened. The City is not responsible for proposals not properly
marked and delivered. Upon award, all submissions become a matter of public
record.
2. Alternatives. Any changes or alternatives must be set forth in a letter attached to
this proposal. The City has the option of accepting or rejecting any alternative
proposals.
3. Currency. All references to dollar amounts in this solicitation and in vendor's
response refer to United States currency.
4. Preparation. All proposals must be typed or written in black ink. Errors may be
crossed out and corrected in ink, then initialed in ink by the person signing the
proposal.
5. Rejection. The City may reject any or all proposals and waive irregularity in any
proposal.
6. Default. In case of default by the vendor of any of the conditions of this proposal
or contract resulting from this proposal, the vendor agrees that the City may
procure the services from other sources and may deduct from the unpaid balance
due the vendor, or collect against the bond or surety, or may invoice the vendor
for excess costs so paid, and prices paid by the City will be considered the
prevailing market price at the time such purchase is made.
7. Assignment. No assignment by the vendor of contract or any part hereof, or of
funds to be received hereunder, is binding upon the City unless the City gave
written consent before such assignment.
8. Subcontractors. The Bidder must list any subcontractors that will be used and the
work to be performed by them.
9. Indemnification. The extent of a successful Contractor's obligation to indemnify
and defend the City is set forth in the sample contract attached to this RFP.
10. Bonds. When deemed necessary by the City, bid bonds must be furnished by all
proposers in the amount of at least 10% of the bid to guarantee that proposers will
enter into contract to furnish goods at prices stated. Likewise, a Performance Bond
must be required of the successful proposer when stated in the specification (cash
deposit, certified or cashier's check or money order may be substituted in lieu of
either bond).

11. Insurance. This is a contract involving services and the City requires insurance.
Insurance must be primary insurance and must name the City of Bellflower as an
additional insured. Proof of insurance in the following amounts must be provided
prior to contract signing; Commercial General Liability in the amount of $2 million,
Business Automotive Liability in the amount of $1 million, and Workers'
Compensation in accordance with California law. Specific insurance requirements
are set forth in the sample contract. BIDDERS MUST SIGN AND RETURN
EXHIBIT A, INSURANCE REQUIREMENTS, WITH THEIR PROPOSAL.
12. Proposal Rejection. The City may reject the proposal of any proposer who
previously failed to perform properly, or complete on time, contracts of a similar
nature, or to reject the proposal of a proposer who is not in a position to perform
such a contract satisfactorily, or does not attend the job walk. The City may reject
the proposal of any proposer who is in default of the payment of taxes, licenses or
other monies due to the City of Bellflower.
13. Contract Pricing. Except as otherwise provided, price proposals must remain
consistent through the term of this contract.
14. Mandatory Job Walk. Bidders are required to attend a mandatory job walk of
facilities on April 9, 2026, at 10 a.m. starting at Bellflower City Hall, 16600 Civic
Center Drive, Bellflower, CA 90706. Bidders must provide their own transportation
during the job walk as it will involve visiting the following facilities in the following
order; Bellflower City Hall, Public Works Yard, Caruthers Park, Simms Park, and
Thompson Park.

CONTRACT SAMPLE
The successful bidder is required to enter into the sample contract that is attached as
Exhibit "E." Proposals must include all attachments that are requested to be an
attachment to the agreement including, without limitation, scope of services and fee
schedules.
STATEMENT OF WORK AND FORMAT
The City seeks proposals for the following purpose according to the terms and conditions
attached. In the preparation of this RFP the words "Bidder," "Consultant," "Vendor,"
"Firm," "Company," and "Contractor" are used interchangeably.
1. Purpose: Citywide Surveillance Camera System
2. Proposal Requirements: Three hard copies and one digital copy (submitted via
flash drive) of the proposal must be received by the City as set forth on the first
page.

Interviews of the highest qualified bidders, as determined by the City may be
required. The successful Contractor will be selected by the City Council based
upon the qualifications criteria set forth above and the City's sole discretion. The
Council is under no obligation to contract with any applicant.
4. Introduction/Background: The City is seeking written proposals from qualified
vendors to provide a modern, cloud-managed citywide video surveillance system.
The City is approximately six square miles with a population of approximately
78,000. The City has variety of publicly owned buildings and properties which
consist of a mixture of office buildings, multi-purpose recreational facilities, open
park space, and a maintenance yard. Many sites either lack surveillance
equipment or rely on outdated, standalone systems without centralized
management. The City intends to modernize and expand surveillance coverage,
improve public safety, and create a unified platform for monitoring and incident
response.

The City seeks to deploy a secure, scalable solution that:
Consolidates all cameras into a centralized, cloud-based or hybrid VMS
Includes modern analytics such as AI search, person/vehicle detection, and
real-time alerts
Supports PoE, 5G, and solar-powered options where power and wired
network connectivity is limited
Provides 30-day secure storage (cloud or hybrid)
Ensures strong cybersecurity, remote access, and City data ownership
Allows flexible user permissions for multiple departments
Supports long-term expansion across additional facilities
Proposed camera models must be appropriate for their designated
mounting locations and provide clear, usable video quality for the intended
field of view and lighting conditions
5. System Requirements
1) The proposed system must include the following capabilities:
a. Centralized, Web-Based Dashboard
i. A single unified interface to view, manage, and administer all
cameras and locations across the City.
b. Cloud-First or Hybrid Architecture
i. Must operate without reliance on traditional NVR/DVR systems.
ii. Cloud storage, hybrid cloud, or cloud-managed edge storage
models are acceptable.
c. Remote Access on All Platforms
i. Accessible via modern web browser, desktop application, and
mobile app (iOS/Android).
ii. Must support secure remote monitoring for authorized City
personnel.
d. Multi-Site Monitoring with Unlimited Scalability
i. Must support expansion across multiple City facilities, parks, and
public spaces without architectural redesign or new servers.
ii. Administrative staff must be able to view multiple sites from one
interface.
e. Automatic Firmware and Security Updates
i. Vendor must provide cloud-delivered, automatic updates without
downtime or on-site work.
ii. Updates must include security patches, firmware, and feature
enhancements.
f. Open Standards and Integration Support
i. Must support ONVIF, standard APIs (REST), webhooks, or other
integration technologies.
ii. Must not rely on proprietary-only technology that prevents
interoperability.

g. Future Expandability to Additional Security Systems
i. Architecture must support integration with future access control
(doors, gates, card readers), alarms, and related systems.
ii. Ability to correlate access control events (e.g., badge swipe, door
forced open) with corresponding video footage.
iii. Option for unified security management (video + access control)
within a single platform.
h. Low-Bandwidth and Low-Power Operating Options
i. Must support deployment in parks and remote locations with
limited connectivity or power.
ii. Solar-capable camera options must be available.
i. Camera Health and Connectivity Monitoring
i. System must continuously monitor camera status, connectivity,
storage, and performance.
ii. Must generate alerts for offline cameras, tampering, or hardware
issues.
2) Hardware Requirements
a. Cameras must meet the following criteria:
i. Minimum 1080p (4K preferred for outdoor/critical areas)
ii. Equipped with WDR, IR night vision, and motion analytics
iii. Rated IP66/67 for weather protection and IK10 vandal resistance
iv. Compatible with PoE
v. Compatible with 5G and alternative power sources (i.e. solar
power) where wired network or power are not available.
vi. Operating temperature suitable for outdoor California
environments
vii. Equipped with edge storage for backup recording
b. Horn Speaker must meet the following criteria:
i. Ability to play pre-recorded messages
ii. Rated IP66/67 for weather protection
iii. Power consumption of not more than 30 watts
iv. Max decibel reading of 115dB at 30 feet
3) Artificial Intelligence and Analytics Requirements
a. System must support the following criteria:
i. Person and vehicle detection
ii. Object classification and appearance-based search
iii. Motion and time-based search
iv. Heatmaps and behavior analytics (loitering, intrusion)
v. Real-time alerts and tamper detection
vi. Searchable historical events across locations

4) Cybersecurity Requirements
a. System must include the following:
i. AES-256 encryption at rest; TLS 1.2+ encryption in transit
ii. SSO (Microsoft Entra ID)
iii. User account provisioning from Microsoft Entra ID (SCIM)
iv. Role-based access control (RBAC)
v. Full audit logging (views, downloads, changes)
vi. Automatic security patching and OTA updates
vii. No inbound firewall ports required
viii. SOC 2 Type II or ISO 27001-aligned environment
ix. City retains full ownership of video/data
5) Usability Requirements
a. System must include the following:
i. Intuitive dashboard with map and floorplan views
ii. Secure clip sharing and link expiration
iii. Bookmarking and case management tools
iv. Multiple permission levels (viewer, reviewer, admin)
v. Configurable retention policies
vi. Centralized alert configuration and reporting
6) Optional Camera Monitoring Services
a. Interested bidders can submit a cost estimate for each location listed in
Section 7 for after-hours (8 p.m. to 7 a.m.) monitoring services. Providing
a monitoring services bid is not a requirement of this RFP.
i. Monitoring services must include:
1. Real-time monitoring of cameras
2. Ability to dispatch law enforcement or security to incidents
3. Perform proactive live video monitoring to detect loitering
individuals and location perimeter protection
6. Scope of Work: Contractor must be capable of providing the following services:
a. Conduct on-site assessments at each identified location (listed below in
section 7);
b. Provide camera placement diagrams, coverage maps, and
recommendations;
c. Furnish and install all cameras, mounts, cabling, networking, and hardware;
d. Configure the VMS, analytics, retention, alerts, SSO and SCIM integration
with Microsoft EntraID, configure sites and roles;
e. Integrate existing cameras where feasible;
f. Provide training for system administrators and designated staff;
g. Deliver all documentation, warranties, and as-built diagrams; and
h. Provide ongoing support options and maintenance plans.

7. Contractor Assessment: Contractor will conduct an assessment at each of the
following locations to determine equipment needs, installation requirements, and
camera placement. The City, in its sole discretion, can decide to eliminate any
location listed below and not proceed with any submitted assessments for the
eliminated location(s).
a. City Hall, 16600 Civic Center Drive
ii. Surveillance Needs: Install four interior cameras on first floor,
install two interior cameras on second floor, and four exterior
cameras around the perimeter of the building.
b. Public Works Maintenance Yard, 9944 Flora Vista Street
i. Surveillance Needs: Install five exterior cameras at locations to
maximize coverage area and install three interior cameras within
the administrative office.
c. Simms Park, 16614 Clark Avenue
i. Surveillance Needs: Install four interior cameras at administrative
office. Install (three exterior cameras at park maintenance
building. Install eight exterior cameras throughout the park
grounds to maximize coverage area and three horn speakers.
There are power constraints at this location. Proposal to provide
City with camera options and horn speaker options given the
power constraints, solar options can be considered.
d. Thompson Park, 14001 Bellflower Boulevard
i. Desired Expansion Goal: Install four interior cameras at
administrative office. Install two interior cameras at park Aquatic
Center. Install eight exterior cameras and three horn speakers
throughout the park grounds to maximize coverage area. Install
two exterior cameras in the outdoor pool area. There are power
constraints at this location. Proposal to provide City with camera
options and horn speaker options given the power constraints,
solar options can be considered.
e. Caruthers Park, 10500 Flora Vista Street
i. Surveillance Needs: Install two interior cameras at administrative
office. Install three exterior cameras and one horn speaker at park
maintenance building. Install eight exterior cameras and two horn
speakers throughout the park grounds and adjacent skate park
area to maximize coverage area. There are power constraints at
this location. Proposal to provide City with camera options and
horn speaker options given the power constraints, solar options
can be considered.
