Notes:
The City of Davenport is accepting bids for the E. 90th Street Pavement
Reconstruction Project, from Harrison Street to Holden Drive.
This project is located along E. 90th Street from Harrison Street to Holden Drive. The
proposed improvements include, but are not limited to, the furnishing of all labor,
materials, and equipment for the reconstruction of the existing concrete roadway;
placement of hot-mix asphalt shoulders; installation of subdrains; rehabilitation of
existing storm and sanitary sewer systems; resetting all existing utility surface
features to finish grade; replacement of the adjacent commercial entrances; topsoil;
sodding; erosion control; and other related work.
Bids must be submitted through the City of Davenport e-bidding system
(https://davenport.ionwave.net); no emails, faxes, paper copies or any other
submission method will be accepted. Within the system, each tab of the
Invitation to Bid must be reviewed and responded to accordingly.

1 Communication Disclosure
Any communication in reference to this Invitation to Bid between bidders and any City employee or official, outside
of the Purchasing Division, during the entire competitive bidding process is strictly prohibited. Such actions will
result in the disqualification of the vendor/rejection of the vendor's bid.
The only official position of the City is that which is state in writing and issued by the Purchasing Division. No other
means of communication, written or oral, shall be construed as a formal or official response statement.

2 Bond Requirements
For all bids over $100,000 the City of Davenport requires a bid bond for 5% of the total amount of the project to be
submitted with the bid. The bid bond should be attached in the "Response Attachments" tab. Bids over $100,000
received without a bid bond will be considered non-responsive.
For all bids over $100,000, the awarded contractor will be required to submit a performance bond and payment
bond for 100% of the total amount of the project, and four-year maintenance bond.

4 Equal Opportunity and Non-Discrimination Clause
During the performance of this contract, the contractor agrees as follows:
1. The contractor will not discriminate against any employee or applicant for employment because of race, creed,

4. The contractor will comply with all provisions and procedures developed by the City of Davenport.

5 Non-Collusion Statement
By submitting a Bid for this project, the representative of the company certifies:
1. They are fully informed respecting the preparation and contents of the Bid submission and of all pertinent
circumstance respecting such Bid;
2. Such Bid is genuine and is not a collusive or sham Bid;
3. Neither the said Bidder nor any of its officers, partners, owners, agents, representatives, employees or parties in
interest, including the submitting party, has in any way colluded, conspired, connived or agreed directly or indirectly,

attached Bid has been submitted or to refrain from bidding in connection with such Contract, or has in any manner,

7 Line Items
The system will not accept a bid unless EVERY line item has been responded to. In the event you are not entering
pricing for a line item, be advised of the difference between a "no bid" and $0 entry.

8 Owner Contingency Allowance
You acknowledge that your bid includes a $100,000.00 Owner Contingency Allowance. This amount is to be used
for any unforeseen expenses that may arise that are not covered under the included bid items. Work requiring the
use of Owner Contingency Allowance funds cannot be completed without the Contractor first obtaining written
permission from the City of Davenport. If any additional work is performed without the City's written permission, the
City will NOT pay for that work. Any balance left in the contingency at the end of the project will be credited back to
the City.
