Equipment for Mexican Vetted Units



INL Mexico seeks to provide tactical, ballistics, and personal protective equipment (PPE) to INL-supported vetted units, as well as federal and state task forces that collaborate with U.S. law enforcement agencies to disrupt cartel-related illicit activities. These units play a critical role in seizing fentanyl and other illicit drugs and goods, apprehending fugitives and individuals affiliated with cartels, and investigating cases linked to transnational criminal organizations (TCOs).



This Sources Sought Notice is part of the U.S. Government's market research efforts to identify capable small business vendors that are qualified and capable to deliver equipment for the U.S. Embassy Mexico City that will be donated to vetted units of Mexican agencies. The information gathered will help inform future procurement strategies and requirements including selection of applicable socioeconomic programs and small business set-asides for future procurement.



This Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued.



This equipment donation consists of twenty-seven individual types of equipment organized into three groups:



Group 1: Personal Protective Equipment

Group 3: Ballistics Equipment

5 Equipment Line Items

All equipment must be provided through manufacturer approved distribution channels and must be new.



The government contemplates issuance of an RFQ that permits firms to quote on one, two, or all three equipment groups. However, quoting firms must be able to provide all equipment types within each group.



The contractor must be able to deliver the equipment to a receiving location in Brownsville, Texas, and provide personnel to participate in a joint inspection and inventory with personnel from the Department of State.



It is anticipated that the SOW will require that the contractor provide in country warranty support of required items



Notice Responses/capability statements should respond to the Draft Statement of Work and be formatted in accordance with the Sources Sought Instructions file.



Do not include the following in the response:




  1. Do not submit formal proposals or offers;

  2. Do not submit requests to be considered for award or to be notified of a future solicitation; as a courtesy to vendors who submit capability statements, responding vendors will be notified should the government elect to issue a formal RFP/RFQ at a later date.

  3. Do not submit requests to be added to a mailing or distribution list;

  4. Do not submit questions or comments not related to this Request for Information;

  5. Do not respond via telephone.

  2. In addition to a completed Equipment Specs Excel type file, please submit capability statement responses as a single attachment to the email: either Adobe pdf file or MS Word file.
