    2.3 Contract Requirements

    SECTION 3 - SCOPE OF WORK AND GENERAL REQUIREMENTS
    3.1 Project Objectives
    Through this project the Airport seeks to:
    * Enhance terminal facility security;
    * Improve monitoring of airside and landside operations around the terminal;
    * Modernize access control for secured areas;
    * Create a scalable platform for future expansion; and
    * Maintain compliance with applicable TSA, FAA, and airport security requirements.
    3.2 Project Description
    The project consists of:
    * A full camera system migration to the Hanwha Wisenet WAVE platform;
    * Fifteen (15) new Hanwha cameras;
    * An access control controller conversion across twelve (12) doors with OnCAFE cloud licensing;
    and
    * Reuse of the existing NVR, network switches, and IDF locations.
    The complete equipment list is provided in Appendix 1. Technical and performance requirements are
    provided in Section 4. Vehicle gate access control is included as Bid Alternate 1 (Section 4.11).
    3.3 Work Required
    Provide any and all necessary materials, equipment, and labor to complete the scope of work, including
    removal and disposal of any replaced parts or equipment and any refuse pertaining to delivery,
    unpackaging, and installation within the scope of work.
    3.4 Equipment Required
    Equipment necessary to facilitate the scope of the project. All equipment shall be provided by the vendor.
    3.5 Operational Continuity
    The CCTV and Access Control System is to remain operable for general purposes throughout the course
    of this project. Any interruptions must be scheduled with the Airport.
    3.6 Work Schedule
    The work schedule is to be coordinated during regular business hours with Airport staff, based upon
    Airport employee scheduled hours.
    3.7 Bidder Obligations
    All bids will be assumed to include the items listed in the Bid Schedule or elsewhere herein. Bidder
    agrees to perform all work and comply with all requirements as outlined in the bid documents and
    specifications.

    SECTION 4 - TECHNICAL REQUIREMENTS
    The following requirements apply to all work under this contract and to the equipment listed in Appendix
    1. Where a requirement below conflicts with a specific model listed in Appendix 1, the Appendix 1 model
    governs unless otherwise approved by the Airport.
    4.1 General Equipment Standards
    * All equipment shall be NDAA compliant.
    * Cameras shall be Hanwha Vision.
    * Video management software shall be Hanwha Wisenet WAVE.
    * Recording appliances shall be Hanwha or an approved equivalent.
    * Exterior-mounted equipment shall be outdoor rated.
    4.2 New Camera Requirements
    All new cameras furnished under this contract shall provide, at minimum:
    * 4MP minimum resolution * Wide Dynamic Range (WDR)
    * H.265 compression * Edge storage capability
    * ONVIF compliance * Analytics support
    Existing Axis cameras identified for reuse in Appendix 1 shall be reconfigured to the Wisenet WAVE
    platform and are not required to meet the new camera requirements above.
    4.3 Video Management System
    The Wisenet WAVE video management system shall be configured to provide:
    * Centralized monitoring * Camera health monitoring
    * Live and recorded video * User permissions
    * Mobile client access * Video export capabilities
    * Event management * Minimum 90-day video retention
    4.4 Access Control System
    The OnCAFE cloud access control system shall provide:
    * Centralized management and remote administration
    * Card and credential management, including mobile credential capability
    * Visitor management integration
    * Audit trail reporting
    * Anti-passback functionality
    * Alarm monitoring
    Each of the twelve (12) controlled openings shall be fully functional at completion, including card reader,
    door position switch, request-to-exit device, electrified locking hardware, and emergency release
    hardware as required by code. Existing field devices may be reused where compatible. Any field
    hardware required for a fully functional opening that is not listed in Appendix 1 shall be identified and
    included in the bid.

    4.5 Network and Power
    * Existing network switches and IDF locations shall be reused as described in Section 3.
    * Contractor shall provide surge protection for exterior-mounted devices.
    * Contractor shall perform cybersecurity hardening of all new and reconfigured devices and
    servers.
    * Access control power supplies shall include battery backup.
    4.6 System Integration
    Video surveillance and access control shall operate as a unified platform, with integrated alarm
    monitoring and event management.
    4.7 Testing, Training, and Documentation
    Contractor shall program, test, and commission the complete system and shall provide:
    * Administrator training * System documentation
    * Operator training * As-built drawings
    * Maintenance training
    4.8 Warranty
    Minimum warranty requirements:
    * One-year labor warranty * Manufacturer support
    * Three-year equipment warranty * Software updates during the warranty
    period
    4.9 Bidder Qualifications
    Bidders shall demonstrate, and submit documentation with the bid of, the following:
    * Minimum five (5) years of security integration experience
    * Airport security project experience
    * Hanwha Vision certification
    * Access control manufacturer certification
    * Licensed low-voltage contractor status
    * References from at least three (3) similar projects
    4.10 Site and Security Requirements
    * Contractor shall coordinate work to minimize operational disruptions. Airport operations shall
    remain active throughout construction.
    * Contractor personnel shall comply with airport security requirements.
    * All work shall meet applicable FAA, TSA, NEC, and local code requirements.
    4.11 Bid Alternate 1 - Vehicle Gate Access Control
    Bid Alternate 1 is not part of the Base Bid. Bidders shall price it separately on the Bid Form. The City
    may award the Base Bid alone or the Base Bid plus Bid Alternate 1.
    Scope. Provide integrated gate access systems at [3] designated airport perimeter vehicle gates, as
    identified by the Airport at the walk-through.

    Each gate shall include:
    * Access control reader * Remote release capability
    * Video surveillance coverage integration * Event logging
    Gate systems shall:
    * Integrate with the OnCAFE access control system and Wisenet WAVE video management
    system provided under the Base Bid;
    * Integrate existing gate cameras;
    * Use outdoor-rated equipment with surge protection; and
    * Interface with the existing gate operators.
    Alternate 1 pricing shall include all controllers, readers, camera integration, licenses, mounting hardware,
    wiring, conduit, and labor needed for a fully functional gate. Bidders may submit an equipment list for
    Alternate 1 with the bid. All requirements of Sections 3 and 4, including warranty, apply to Alternate 1.

    SECTION 5 - BID SCHEDULE AND BID FORM
    Project: Airport Commercial Terminal CCTV and Access Control Migration and Expansion
    Cedar City requests that the following items be considered in the bid. Bid prices shall include all work
    described in Sections 3 and 4 and elsewhere herein.

    5.1 Bid Conditions
    1. Bid Bond. A bid bond in the amount of 5% of the Total Base Bid plus Total Bid Alternate 1 is
    required to be submitted with the bid.
    2. Bid Alternate. Bidders shall price Bid Alternate 1. The City may award the Base Bid alone or the
    Base Bid plus Bid Alternate 1, at its sole discretion. The low bid will be determined on the Base
    Bid plus any alternate the City elects to award.
    3. Qualifications. Documentation of the bidder qualifications and references required in Section 4.9
    shall be submitted with the bid.
    4. Payment. Payment shall be disbursed in accordance with Cedar City's accounts payable schedule
    following completion of the project and acceptance by Cedar City.
    5. Local Bidder Preference. Award of the bid will be subject to Cedar City's Local Bidder
    Preference Policy as detailed in Cedar City's Purchasing Procedures.

    6. Award. Cedar City reserves the right to evaluate and award the bid to the Vendor who provides
    the bid that is deemed most beneficial to the City. Cedar City reserves the right to reject any and
